Summary

The Director of Continuity and Integration oversees OIT representation and coordination in the VA Information Operations Center (IOC) and formulates and implements continuity policy across OIT. These responsibilities include: planning and participating in multi-agency, national-level exercises; participating in agency disaster/emergency planning, readiness, training, and response; employee accountability and communications for 8,000 IT personnel; and emergency site preparation and readiness.

Duties

The Office of Chief of Staff is responsible for business operations, strategic communications, strategy formulation and coordination, continuity policy formulation and implementation, and direct support of the Assistant Secretary for Information and Technology.

  • Defines and executes activities to achieve organizational goals and supports the technical and leadership development of staff. Performs a full range of supervisory duties.
  • Plans and assigns work to be accomplished by subordinates using subordinate supervisors. Set and adjust short-term priorities and prepare schedules for completion of work.
  • Oversee all facets of OIT continuity operations to include planning and participating in national-level exercises; participation in agency disaster/emergency planning, readiness, training, and response; employee accountability and communications for 8,000 IT personnel; and emergency site preparation as well as intra organizational administrative, fiscal, acquisition, staffing, and communications requirements.
  • Ensure overall effective management of IT continuity, incidents, and problems.
  • Plans, creates, and coordinates policies relating to the VA IT Emergency Management Program. Conducts inter/intra-agency coordination and planning for national-level events that involve local, regional, and national assets and both public and private entities.
  • Develops and conducts review of emergency planning initiatives, policy, guidance, and directives with agency COOP committees. Coordinates with the VA Emergency Alerting and Accountability System (EAAS) to provide support for emergency alerting, telephonic and videoconferencing in support of the VA IOC and COOP relocation sites.
  • Leads the coordination of OIT continuity communication policies and procedures to provide a framework for the integration of COOP communication capabilities into the VA IT Emergency Management Program.

Minimum Qualifications Requirements
EXPERIENCE:
To qualify for this position, you must have information technology-related experience demonstrating all of the four competencies listed below. Ensure that this experience is clearly described in your resume:

Specialized Experience for GS-15: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Specialized experience is defined as experience assessing, managing, and planning information technology emergency planning and disaster recovery operations for a large organization.

Selective Placement Factor: Experience with emergency management and continuity of operations procedures and planning for an Information Technology (IT) organization.
