Summary

This position is located in the Office of Consular Systems and Technology, Bureau of Consular Affairs (CA/CST), in the U.S. Department of State. The mission of the office of Consular Systems and Technology is to develop, install, provide training for, manage, and support the Bureau of Consular Affairs information technology systems in support of both domestic offices and overseas posts. 

Duties

  • Develops clear program objectives and guidelines to provide leadership in directing the planning and execution of comprehensive reviews and analyses of Office programs and operations.
  • Establishes internal controls and processes to oversee the development, implementation, and maintenance of information security and privacy policies, standards, guidelines, baselines, processes, and procedures.
  • Provides guidance and technical expertise in overseeing the efforts of teams that patch and secure databases, workstations, servers and network operating systems.
  • Oversees the formulation of and presents and defends the annual operating budget for the Office, monitors the allocation and expenditure of approved budgets in accordance with established financial plans and priorities.
  • Provides authoritative advice and consultation on the planning, design, development, deployment, operation, and support of all IT systems and services provided by the Office of Consular Systems and Technology.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
  2. Customer Service - developing and maintaining relationships with customers, anticipating, and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs. 
  3. Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.
  4. Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.

AND Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience serving as a principal advisor to and establishing an organization’s vision with a senior executive / senior leadership team.
  • Experience collaborating within an agency and among other government agency stakeholders to foster and implement mutually beneficial IT strategies, business processes and workflows for the design, development and delivery of secure, efficient and user-centric IT systems and services.
  • Experience collaborating with Chief Information Security Officer (CISO) or equivalent to exercise accountability for the overall success of cybersecurity programs in alignment with business requirements and organizational priorities.
  • Experience leading the administration and management of a large, multi-functional organization with global responsibilities through two or more levels of subordinate supervisors/managers and exercising final authority in carrying out a full range of managerial functions required to accomplish an organization’s mission in a highly efficient and effective manner.
  • Experience serving as a senior advisor to a CIO and other senior IT executives including providing authoritative advice and consultation on the planning, design, development, deployment, operation, and support of all IT systems and services provided by the organization.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

There is no substitute of education for specialized experience for the GS-15 position.

Next steps
