Summary

The IT Project Manager position is in the Office of the Deputy Chief Information Officer for the Department of Veterans Affair' (VA) Electronic Health Record Modernization Integration Office (EHRM-IO), within the Office of the Deputy Secretary of VA (DEPSECVA). The VA EHRM-IO is responsible for ensuring that VA successfully prepares for, deploys, and transitions to, a new Electronic Health Record (EHR) system.

The office of the Deputy Chief Information Officer (ODCIO) drives the technical requirements for the EHR Modernization with Key functions of Enterprise Architecture and Engineering, Cybersecurity, Data Migration, Interoperability, Identity and Access Management, Health Data Products, Applications Transitions, Data Management and Integration, and Infrastructure/Networking. The DCIO ensures there is close bidirectional communication and technical teams at the VA Central Office and local sites by prioritizing the right processes, measuring what matters, sharing knowledge, and defining methods to integrate lessons learned.

The incumbent will utilize their knowledge of technology to enhance processes and decision making to execute the operating budget; prepare budget requests with justifications; and manage resources. The incumbent is expected to improve the resource (fiscal) governance, management and performance of program management offices by applying sound business, finance and accounting principles; ensuring appropriate programming, budgeting and fiscal accountability and execution linking strategic program planning to budgeting and fiscal performance.

The incumbent will lead and manage the development of appropriate acquisition strategies, plans, documentation and milestones, and contract awards to support program requirements while achieving program objectives and the best interests of VA. The incumbent will demonstrate and apply relevant knowledge and skills required to work with contracting agencies to support and manage the resulting contract and contractors required to support projects. The successful management and execution of acquisition operations relates to the VA Strategic Goal: "Improve the quality and accessibility of health care, benefits, and memorial services while optimizing value."

Physical Demands: The work is primarily sedentary, but involves use of a personal computer so a degree of dexterity and acuity sufficient to utilize these tools is required. Some physical effort is required to lift and carry reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the work site. The work does not require and special physical effort.

Basic Requirements

The 2210 qualification standard allows eligibility through meeting the requirements specified in the section titled Experience.

Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.

Specialized experience is Information Technology project management disciplines such as analysis, project planning, budgeting, cost analysis, acquisition, configuration management, data management, information systems, network security, and IT architecture. Applicants should possess a working knowledge of the hardware, software, operating systems, and peripherals available in the industry to analyze and develop efficient solutions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Per Office of Personnel Management General Schedule Qualification Policies, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties.
