Duties
This position provides the Federal Election Commission (FEC) the technological support as the IT Branch Chief, leading the agency's enterprise IT modernization and AI transformation efforts, providing executive leadership and strategic direction. As the IT Project Manager (ENTARCH) in this position, you will:
- Develop long term modernization and AI adoption roadmaps.
- Oversee multi-year IT investment planning and lifecycle cost management.
- Chair governance and investment review boards.
- Integrate enterprise risk management and cybersecurity into modernization initiatives.
- Ensure compliance with federal IT statutes, capital planning requirements, and evolving AI governance policies.
- Supervise IT staff and cross-functional teams, contractors, and stakeholders to ensure modernization initiatives are executed effectively, responsibly, and in alignment with agency priorities.

Qualifications
In order to qualify, you must meet the specialized experience described below. Your resume must clearly describe your relevant experience.
Specialized Experience GS-14: Applicants must have at least one full year of IT related specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained either in the private or public sectors) that demonstrates each of the following competencies: attention to detail, customer service, oral communication, and problem solving. This specialized experience must include activities such as: (1) leading enterprise IT modernization initiatives involving cloud technologies, artificial intelligence (AI), enterprise architecture, cybersecurity integration, or data modernization efforts; (2) managing IT programs or projects involving strategic planning, risk management, acquisition oversight, and lifecycle management of enterprise technology solutions; (3) providing leadership to cross-functional teams, contractors, and stakeholders while overseeing project execution, resource allocation, and organizational change initiatives (4) providing executive-level oversight and guidance for organizational technology programs.
In addition, you must provide a cover letter describing your experience with the competencies identified below:

- Information Technology Architecture: Knowledge of architectural methodologies used in the design and development of information systems, including a systems architecture, internal operations and integration with other systems.
Status candidates must meet time-in-grade/band requirements: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 is required to meet the time-in-grade requirements for the GS-14 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade.

Part-time or unpaid experience: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
Volunteer work experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at the GS-14 grade level of this announcement.
