Summary

This position is part of the Defense Microelectronics Activity. The incumbent will serve as an IT Project Manager for various Information Technology and Operational Technology systems operated by and for DMEA.

Duties

As an IT Project Manager (SYSANALYSIS/APPSW) at the NH-2210-3 some of your typical work assignments may include:

  • Provides advice and assistance for evaluating the introduction of software enhancements into business applications and/or technology components into the technical infrastructure.
  • Facilitates needs analysis sessions to define opportunities for new or improved business process or technical infrastructure solutions for one or more of DMEA's core engineering or business functions (i.e., financial management, procurement, human resources).
  • Consults with customers to identify and document requirements, coordinating requirements determination meetings, as needed.
  • Prepares project proposal and cost estimates utilizing input from DMEA and DoD organizations.
  • Analyzes general requirements to determine and recommend logical approaches, including incremental deliveries.
  • Prepares/maintains project plans and other required documents such as cost-benefit analyses, cost estimates and waiver requests in accordance with established standards.
  • Negotiates and documents project commitments with appropriate DMEA and DoD organizations to ensure timely execution of project plans, in accordance with established schedules and within budget.
  • Evaluates, monitors or ensures compliance with applicable laws, regulations, policies and standards.
  • Coordinates and manages project teams composed of organic and / or contractor resources.

Qualifications

You may qualify at the NH-3 (GS12/13), if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-2 (GS11) grade level in the Federal service as listed below:
  1. Knowledge of multiple IT disciplines, business requirements and mission support to manufacture IT systems;
  2. Applying project management principles, methods or practices in developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities and evaluating and reporting on accomplishments; and
  3. Evaluating, implementing, or integrating information technology capabilities or services to enhance current IT systems and services.
In addition to meeting qualifications above, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210, series as listed below:
