Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for an IT SPECIALIST (NETWORK/SYSADMIN), Position Description Number PDT5682000 and is part of the WY Deputy Chief of Staff Logistics, Wyoming National Guard.

This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, and Sections 932 and 1084 (FY17 NDAA)".

This is a Title 5 Excepted Service position. Military affiliation is not required.

Duties

This position is located in the Wyoming Army National Guard's Deputy Chief of Staff for Logistics (DCSLOG) (G4/J4), Sustainment Automation Support Management Office (SASMO). The primary purpose of this position is to provide support to Automated Logistics Information Systems and Programs to Wyoming National Guard activities/organizations and perform a wide range of specialized methods/techniques for planning; analyzing and identifying problems in order to develop and implement resolutions to administrative and systemic programs throughout the organization.

This position is subject to provisions of the DoD Priority Placement Program.

CONDITIONS OF EMPLOYMENT:
1. Must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
2. Must be able to obtain and maintain a Secret security clearance for the position.
3. Covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
4. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
5. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate, to perform temporary duty assignments.
6. Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, Failure to receive the proper IA certification may result in removal from this position.
7. Position designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a State/Territory emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
8. Indefinite employees may be terminated or displaced at management's discretion with a 30-day written notice.

Qualifications

AREAS OF CONSIDERATION:
Referrals of qualified applicants will be issued as follows:

Area 1: All permanent and indefinite Wyoming Army National Guard (NG) T5 and T32 Dual Status Technicians (DST) employed within DOIM.
Area 2: All permanent and indefinite WYNG Title 5 and T32 DST employed with the Wyoming National Guard.
Area 3: All Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees. Former NG T32 Dual Status employees receiving an Honorable or a General Discharge under Honorable Conditions are eligible for reinstatement provided they have been separated for at least one year before applying for reinstatement and received a rating of record of their most recent permanent position of a least fully successful (or equivalent).
Area 4: All currently assigned Active Guard/Reserve (AGR), and M-Day/Drill Status Guard (DSG) members of the Wyoming NG. Currently serving and former Wyoming NG Drill Status and M-Day soldiers and airmen are provided preference eligibility to compete for NG T5 positions.

This position does not require National Guard Membership.

Upon acceptance to this position, if selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. Acceptance of the proposed appointment will take the employee out of the competitive service while s/he occupies the position.

In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: Any applicant who within the previous 52 weeks held a General Schedule position under non-temporary appointment must meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement.

SPECIALIZED EXPERIENCE:
Must possess specialized experience and at least one year of experience equivalent to a GS-09 with the particular competencies/knowledge, skills, and abilities to successfully perform the duties as an IT Specialist (Network) as it relates to Information Assurance Technical Level II (IAT-I) typically gained in the IT field or through the performance of work where the primary concern is IT.

Must possess at least 3 years in IA Technology or related field, experience in Network Environment (NE) and advance Computing Environment (CE) or more of experience, education, training in recognizing potential security violations, taking appropriate action to report the incident as required by regulation and mitigate and adverse impact. Apply instructions and pre-established guidelines to perform IA tasks within the Computing Environment (CE). Must be able to demonstrate expertise in IAT Level 1 CE knowledge and skills; examine potential security violations to determine if the NE policy has been breached, assess the impact, and preserve evidence; and support, monitor, test, and troubleshoot hardware and software IA problems pertaining to the NE.

Must be able to recommend and schedule IA related repairs in the NE. Perform IA related customer support functions including installation, configuration, troubleshooting, customer assistance, and/or training, in response to customer requirements for the NE. Provide end user support for all IA related applications for the NE.

KNOWLEDGE, SKILLS, and ABILITIES (KSAs)

Knowledge of standard computer systems sufficient to troubleshoot hardware and software problems and skill to isolate causes.

Knowledge of capabilities and limitations of a variety of hardware and operating systems; technical characteristics of computer equipment systems and software; and established equipment testing methods and terminology.

INFORMATION ASSURANCE CERTIFICATION REQUIREMENTS:
Reference: DoD 8570.01-M, Information Assurance (IA) Workforce Improvement Program, Para C3.4. IA Technical (IAT) Category Level II Training Requirements
  • Within 6 months of assignment of IA duties all military and government civilian IAT personnel must achieve IA Baseline Certification unless a waiver is granted.
    • CCNA = Cisco Certified Network Associate
      • CCNA-Security was retired by CISCO and may be waivered
    • CND = Certified Network Defender
    • CySA+ = Cyber Security Analyst
    • GICSP = GIAC Global Industrial Cyber Security Professional
    • GSEC = GIAC Security Essentials Certification

  • Include a copy of certification if already completed with application.
  • New hires' qualification periods begin the date they start in the position (i.e., they must obtain the appropriate certification within 6 months of being assigned IA functions).
  • Personnel in technical category positions must be issued and retain an appointing letter to their IA duties including a statement of responsibilities for the system. A completed copy will be maintained in the individual's personnel record.
  • Personnel in technical category positions must maintain certifications, as required by the certifying provider, to retain privileged system access.
  • Personnel who are not appropriately qualified within 6 months of assignment to a position or who fail to maintain their certification status shall not be permitted privileged access and may lose their position of assignment if employee fails to attain or return to certified status.

Education

3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.

Degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

TENURE: GROUP III - INDEFINITE
Purpose: To fill a position that may last for more than 1 year where the need for an employee's services is not permanent or management expects the position to potentially become permanent (career or career-conditional) at some time in the future.

Priority Placement Program (PPP) DoD Military Reserve (MR) and National Guard (NG) Technicians:
MR or NG Technicians who will lose or lost military membership through no fault of their own after completing at least 15 years of technician service and a minimum of 20 years of service creditable for non-regular retirement may exercise preference eligibility to DoD positions with the local commuting area in accordance with section 3329(b) of Title 5, U.S.C. This preference eligibility is valid for 1 year after separation.
