Summary
The ideal candidate will have extensive experience leading contractor teams in design, development, testing, and deployment of no and low code solutions meeting customer requirements on Software as a Service (SaaS) cloud platforms, to include, Microsoft 365, ServiceNow, and Google Workspaces. A firm grasp of Federal IT management, security, and compliance principles (Section 508, Privacy, Federal Information Security Modernization Act, National Institute of Standards and Technology-NIST, etc).
Duties
What will I do in this position if hired?
In this IT Specialist position, you will be in the Office of the Chief Information Officer, Operations, Enterprise Software Program Services.
Typical assignments include:
- Creating, documenting, and enforcing no/low code solution design standards for solutions built by developers within the Division.
- Reviewing all developed solutions prior to release to ensure design and development best practices were applied during solution development.
- Ensuring complete documentation and artifacts are delivered as part of every solution build to ensure continued supportability by other Division teams (especially Tier 1 and 2 support).
- Ensuring that citizen developed solutions are adhering to system and service governance and design standards.
- Managing the Division source control repository configuration to ensure all supported SaaS solutions are versioned and recoverable.
- Identifying trends and road maps for SaaS platforms to ensure the Agency is positioned to take advantage of or is prepared to support new development features on FEMA supported platforms.

At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.
This position will be hired into a temporary 2 year, excepted service appointment. Appointments may be renewed based on workload, funding, and supervisory approval.

Qualifications

To qualify for this IT Specialist position at the IC-14 level, you must possess one full year of specialized experience equivalent to at least the IC-13 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
- Leading Agile development teams to design and develop no and low code solutions/applications in meeting customer requirements.
- Ensuring no and low code application/solution quality standards are documented for an organizational unit.
- Enforcing adherence to defined quality standards for an organizational unit responsible for no and low code solution design and build.
- Assigning development team members to projects based on experience, solution/application complexity, and business priority.
In addition to the above qualifications requirements, you must possess and demonstrate the following Individual Occupational Requirement (IOR):
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
