Summary

This position is located in the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of the Chief Information Officer (OCIO).

This position is also being announced to All U.S. Citizens under JP-26-022.

Duties

Seeking IT professionals to serve as a Product Manager for various opportunities such as OJP's ServiceNow portfolio, DOJ's Grants Management System (JustGrants), or OJP's Data Management, Reporting, and Analytics (DMRA) platform.

The duties and responsibilities for a GS- 2210-15 generally include, but are not limited to, the following:

  • Leads development and refinement of enterprise product and service strategies and roadmaps for mission-critical IT systems to ensure alignment with organizational goals and modernization priorities.
  • Develops and manages complex program and product plans involving interdependent processes, concurrent tasks, limited resources, and competing priorities across the Office of Justice Personnel (OJP) and the Department of Justice (DOJ).
  • Evaluates product performance, user experience, and operational efficiency to identify opportunities for modernization, improved value delivery, and increased mission impact.
  • Determines short- and long-range resource needs-including personnel, budget, and technology-and recommends allocation strategies based on workload, fiscal constraints, and strategic priorities.
  • Defines and prioritizes product requirements using user research, data analysis, stakeholder engagement, and enterprise constraints, balancing complex dependencies and resource limitations.
  • Collaborates with senior executives, subject matter experts, and stakeholders to develop, measure, monitor, and communicate program and product performance, risks, and constraints.
  • Implements and oversees enterprise risk management processes, identifying, mitigating, monitoring, and tracking risks across the product lifecycle.
  • Ensures compliance with OJP's System Development Life Cycle (SDLC), Enterprise Architecture Framework, and cybersecurity requirements by embedding measurable, actionable elements into program and product planning.
  • Supports enterprise-wide improvement of program and product management services by developing plans, procedures, and methodologies, and leading cross-functional teams.
  • Provides expert technical guidance and represents OJP in interagency groups related to IT, product management, and government grant-making, advocating for consistent enterprise practices and policies.

Qualifications

To qualify for the position of IT Specialist, at GS-2210-15, you must meet the qualification requirements listed below.

Basic Entry Requirements:

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

Individuals must have IT-related experience demonstrating each of the four competencies listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Specialized Experience:

Applicants must have one (1) year of specialized experience equivalent to at least the GS-14 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of specialized experience include:
  • Leading development and refinement of enterprise product strategies, roadmaps, or multi-year plans for complex IT or e-Government systems involving cross-functional teams and multiple stakeholders;
  • Managing complex product or program plans with interdependent tasks, overlapping deadlines, limited resources, or competing organizational priorities;
  • Evaluating IT system performance, user experience, or operational efficiency to identify modernization opportunities, improve value delivery, and enhance enterprise outcomes;
  • Conducting business process studies and translating findings into formalized policies, Product Charters, SOPs, or governance documentation;
  • Applying Agile methodologies, user-centered design principles, or enterprise architecture frameworks to develop and maintain IT product plans, governance structures, or performance reporting mechanisms;
  • Providing expert consultation on product management, technology adoption, IT lifecycle processes, or enterprise service delivery and representing an agency on committees or working groups related to IT, product management, or federal grant-making systems;
  • Conducting analysis or evaluation of complex enterprise technology programs, including statistical analysis, feasibility studies, conflict resolution between mission needs and technical requirements, or interpreting market trends for strategic planning.
