Summary

This position is located in the New Service Design and Development Division, Office of Consular Systems and Technology, Bureau of Consular Affairs, (CA/CST/NSDD), in the U.S. Department of State. The New Service Design and Development Division is responsible for selecting, designing, and implementing new technology services that support Consular Affairs.

Duties

  • Conducts comprehensive analyses to determine technical requirements for new and updated applications software.
  • Ensures the rigorous application of information security and information assurance policies, principles, and practices to the development and delivery of application software.
  • Implements, administers, and coordinates information technology (IT) acquisition efforts for the assigned portfolio.
  • Analyzes and defines data requirements and specifications leading to the design and development of databases.
  • Plans, organizes, and manages complex IT projects; exercises responsibility for developing plans and schedules, estimating resource requirements, defining milestones, deliverables, deadlines, and timeframes, and monitoring ongoing project activities.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-12 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
  2. Customer Service - developing and maintaining relationships with customers, anticipating, and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.
  3. Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.
  4. Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.

AND Have at least 1 full year of specialized experience equivalent to the GS-11 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience assisting in the management of a system or product, including planning, development, deployment, and maintenance, with a focus on human-centered design.

Experience supporting stakeholder engagement by gathering and analyzing requirements, documenting findings, and ensuring alignment with stakeholder goals.

Experience contributing to project management activities, such as planning, procurement, and execution, to support the delivery of secure, reliable, and user-focused solutions.

Experience applying information security principles under guidance, ensuring compliance with federal policies and identifying potential risks during the product lifecycle.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

There is no substitute of education for specialized experience for the GS-12 position.

Next steps
