Individual Occupational Requirement
This position has an Individual Occupational Requirement that must be met prior to meeting the specialized experience. Applicant must possess IT-related experience demonstrating each of the four (4) competencies listed below:
- Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
- Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
- Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience
To qualify for the GS-14 level, you must possess the specialized experience equivalent to the GS-13 level in Federal service, or
comparable experience not gained through Federal service, in creating and enforcing strategies, standards, techniques, and policies for effective data quality management; implementing technical solutions for data quality management, monitoring, analysis, and reporting; and building a data quality culture that prioritizes the importance of maintaining high-quality data across an organization.
You must have the specialized experience that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.
In addition to the specialized experience described above, you must have related experience in each of the competencies listed below which must be supported by the information contained in your resume and other application materials:
- Expert knowledge of data quality-related concepts, practices, and procedures; program evaluation techniques; testing and evaluation; policy development and application; and implementation methods and technologies.
- Expert knowledge of Information Technology (IT), computer science, or a related field and previous experience in data quality.
- Knowledge of project and capital management principles and methods sufficient to plan and carry out difficult and complex assignments and develop new methods, approaches, and procedures, and interpret policies, guidelines, and standards related to data quality.
- Knowledge of Cloud Architecture, Cloud Infrastructure and Cloud Security Concepts, Enterprise Systems, and Software Integration.
