Duties

Duties for the IT Specialist (INFOSEC) Information Blocking GS-2210-15 include but not limited to:

  • Serves as the principal coordinator among legal, policy, and technical teams to harmonize compliance strategies, resolve complex regulatory and technical challenges, and guarantee timely, secure, and standards-based data exchange.
  • Develops and oversees the execution of OIG's comprehensive enterprise data strategy to drive internal data and system modernization initiatives.
  • Directs initiatives to improve data quality through robust validation, metadata management, and lifecycle controls, enabling accurate, reliable, and actionable information for decision-making.
  • Provides executive oversight of OIG's information security program to ensure alignment with federal cybersecurity mandates, including FISMA, NIST RMF, and HHS-wide policies, while supporting the Chief Information Security Officer's operational leadership.
  • Guides the implementation of risk management strategies and security controls at the enterprise level, ensuring they are embedded in system design and modernization projects.
  • Leads the strategic modernization of OIG's case management systems to enhance operational efficiency, strengthen investigative capabilities, and enable seamless data integration across programs and platforms.
  • Drives the strategic adoption of artificial intelligence (AI) and advanced analytics across OIG to strengthen oversight, investigative, and operational capabilities.
  • Establishes governance frameworks and technical standards for responsible AI use, aligning with federal guidance such as the Executive Order on Safe, Secure, and Trustworthy AI and OMB directives.
  • Supports the CIO in developing and executing the IT strategic plan. Supervises senior IT staff and cross-functional teams. Represents the CIO in high-level meetings with HHS leadership, OIG executives, and external partners. Serves as Acting CIO in the CIO's absence.
  • Performs other related duties as assigned.

  • This is a Testing Designated Position. Incumbent must pass drug screening prior to appointment. The Incumbent will also be subject to unannounced random drug testing for the duration of their time in this position.

Qualifications

Applicants must meet all the qualification requirements, including education, and any selective placement factors described below within 30 days of the closing date of this announcement. In order to qualify for the GS-15 grade level, you must demonstrate in your resume at least one year (52 weeks) of specialized experience equivalent to the GS-14 grade level in the Federal service. This experience must have provided you with the knowledge, skills, and abilities to perform the duties of this position.

  1. Experience leading IT modernization initiatives and implementing technology solutions in support of organizational mission and federal compliance requirements; and
  2. Experience overseeing information security programs and ensuring compliance with federal cybersecurity frameworks such as FISMA and NIST RMF; and
  3. Experience developing and implementing enterprise data governance strategies and architectures to support data modernization and interoperability; and
  4. Experience providing technical leadership and strategic direction for IT projects, including system modernization, emerging technology integration, and regulatory compliance.

In addition to the qualifications listed above, you must have IT-related experience demonstrating each of the four competencies listed below:

  4. Problem-Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
