Summary

This position is located at Departmental Offices,Management CFO - Office of DC Pensions. As an IT Specialist (INFOSEC), you will be responsible for development and oversight of the System to Administer Retirement (STAR) system security policy, ensuring compliance with that policy, performing mandatory tests and evaluations, and managing all of the security aspects of STAR, including network security, incident handling, and security training and awareness.

Duties


The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Manage the security program for STAR and ensure the system is in compliance with laws and regulations while coordinating with several offices at Treasury and the District government including the District of Columbia Retirement Board and the Office of Chief Technology to resolve problems, execute security agreements, and monitor system operations
  • Serve as the principal point of contact for all matters related to the STAR system security and work closely with Treasury security staff to interpret and apply IT security policies and procedures, and security controls.
  • Lead security assessments, reviews, and tests of the IT system and program to prevent, detect, analyze, and respond to security incidents; conduct user account reviews of STAR users to ensure users have the appropriate level of access to perform their duties.
  • Advise on information security policies and standards including FISMA and National Institute of Standards and Technology (NIST) standards and practices.
  • Contribute to multi-year and longer-range IT work plans and approved IT initiatives.

Qualifications

You must meet the following requirements by the closing date of this announcement.

SPECIALIZED EXPERIENCE:
For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
- Leading security control assessments under FISMA and the NIST Risk Management Framework (SP 800-37, SP 800-53, SP 800-53A) or comparable frameworks such as ISO 27001, SOC 2, NIST CSF, or CIS Controls.; AND
- Leading the development and remediation of Plans of Action & Milestones (POA&Ms) or similar corrective action programs, such as oversight of issue tracking, validation of corrective actions, and closure of audit findings.; AND
- Leading security system reviews and testing activities to evaluate control effectiveness and ensure compliance with cybersecurity policies and standards.; AND
- Managing an organizational risk management program, such as identifying, evaluating, and mitigating risks and maintaining risk information in a risk tracking system.

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
- Conducting security control assessments or compliance reviews using cybersecurity frameworks such as FISMA/NIST RMF, ISO 27001, SOC 2, NIST CSF, or CIS Controls.; AND
- Developing or supporting remediation of Plans of Action & Milestones (POA&Ms) or similar corrective action processes, including tracking issues and validating corrective actions.; AND
- Performing security system reviews or testing to evaluate the effectiveness of security controls and compliance with policies and standards.

For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
- Assisting with security assessments or compliance reviews using cybersecurity standards such as NIST or similar frameworks.; AND
- Assisting with tracking and documenting security findings or risks, including maintaining POA&Ms or risk tracking records.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed
below.
