The primary purpose of this position is to function as a Business Integration team member for the management, maintenance, operation and modernization of Air Force Plant 42 information technology and communication systems for the 412th Test Wing Operating Location Air Force Plant 42, Palmdale, CA 93550.

- Identify and define business or technical requirements applied to the design, development, implementation, management, and support of systems and networks and the protection of information residing on those systems or networks.
- Assists management and senior IT specialists in managing acquisition of information technology (IT) assets.
- Evaluates and recommends adoption of new or enhanced approaches to delivering IT services to customer.
- Analyzes requirements and establishes plans of action for improving IT applications. Analyzes existing and planned IT applications, both hardware and software, to determine current and future potential for enhancements. Based upon the organization's goals and objectives, an assessment of available resources, and extrapolation of cost benefit analysis data, recommends adjustments to IT priorities to meet changing mission needs, program plans, goals and objectives.
- Provides technical assistance to system users and contractors.

- Obtain and maintain Security clearance
- Work may require irregular hours, extended or other than normal duty hours to include evenings and weekends, rotating shifts and rest days with periods of high stress and may be subject to recall.
- Work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required. An Airfield Driver’s License is also required.
- Up to 25% Travel possible
- The work requires the employee to access facilities and infrastructure which may require climbing on, crawling under or extensive walking at construction sites, hard hat areas or other base areas.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology Management
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-01 or equivalent to the next lower grade GS-04 in the Federal Service. Specialized experiences is
- 2 years of work experience in providing computer assistance and technical support to a diverse group of customers
- 2 years of work experience in overseeing, managing and accounting for IT hardware and software assets as an equipment custodian
- 2 years of work experience that required creation/development of IT step-by-step procedures and documentation of standard operating processes demonstrating the ability to effectively communicate in writing.
Knowledge, Skills and Abilities
- Knowledge of the principles, methods, and techniques of IT assessment, planning, management, monitoring, and evaluation as well as knowledge of the principles, methods, or tools for developing, scheduling, coordinating, managing IT projects and resources, monitoring and inspecting costs, work, and contractor performance. Ability to lead and manage information systems planning, development, implementation, operation, and maintenance.
- Knowledge of the principles, methods, and tools for the coordinated management of IT programs to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities such as life cycle management and program governance.
- Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; includes translating functional requirements into technical requirements used for logical design or alternative technologies or approaches. Ability to research and analyze external products to determine their potential for meeting mission requirements and business needs.
- Knowledge of IT security principles, concepts, practices, products and services, and methods for evaluating risk and vulnerability to ensure systems and data availability, authentication, confidentiality, and integrity as well as knowledge of methods of implementing mitigating improvement and disseminating IT security tools and procedures.
Education
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
