Duties

MAJOR DUTIES

  • Serves as the enterprise architect and senior subject matter expert for Microsoft technologies, leading the strategic design, modernization, and lifecycle management of on-premises and hybrid cloud infrastructures.
  • Leads the integration of cybersecurity controls into Microsoft environments in alignment with federal mandates and the NICE Framework.
  • Directs the integration of new Microsoft technologies and solutions into the enterprise environment, ensuring interoperability, scalability, and alignment with enterprise architecture standards.
  • Leads complex troubleshooting, root cause analysis, and performance optimization efforts for mission-critical Microsoft systems.
  • Serves as a trusted technical advisor to executive leadership, providing expert recommendations on IT strategy, investment, and modernization initiatives.

Qualifications

Specialized Experience

To qualify at the GS-15 level, you must have at least one year of specialized experience obtained in the private or public sector that is equivalent to the GS-14 level. Specialized experience is defined as

1.) Serving as the enterprise strategic architect and senior subject matter expert for Microsoft technologies, leading the design, modernization, and lifecycle management of mission-critical Microsoft infrastructures (Windows Server, Active Directory, Microsoft 365, Exchange, and hybrid Azure environments), while developing and executing multi-year infrastructure roadmaps aligned with agency mission objectives, federal IT policies, and emerging technologies.

2.) Leading cybersecurity strategy and secure systems administration for Microsoft environments, integrating NICE Framework-aligned cybersecurity controls, secure configuration baselines, and risk management practices; overseeing enterprise risk assessments, vulnerability analyses, and compliance with federal cybersecurity mandates while advising senior leadership on threat trends, mitigation strategies, and business impacts.

3.) Exercising authoritative technical judgment with minimal supervision, independently planning, directing, and executing complex enterprise IT initiatives, system upgrades, migrations, and disaster recovery/business continuity strategies; providing technically authoritative recommendations that are accepted at senior leadership levels and influence agency-wide IT planning and investment decisions.

4.) Directing complex systems integration and advanced troubleshooting efforts, resolving multi-dimensional, high-risk technical and cybersecurity issues affecting enterprise Microsoft platforms; conducting root cause analyses, optimizing performance and reliability, and ensuring interoperability, scalability, and long-term sustainability of hybrid cloud and on-premises systems.

Providing expert advisory services and leadership across organizational boundaries, collaborating with cybersecurity teams, IT operations, auditors, and external partners to develop policy, interpret federal and Microsoft-specific guidance, mentor technical staff, and continuously improve secure operations, enterprise architecture, and cybersecurity posture across the organization.
