Summary
This position is in the General Services Administration (GSA), Office of the Deputy Administrator, Project Management Office (PMO) for the Technology Modernization Fund (TMF).
The incumbent will serve as a lead technical advisor on the TMF PMO Insights Team to design and contribute to running programs to partner with, collaborate with, and communicate with key TMF stakeholders.

Duties
THIS IS A TERM APPOINTMENT- may be extended for 5 more years (up to 8 years total).

- Serve as the lead technical advisor on a plethora of issues involving systems analysis at partner customer agencies.
- Consult with project team and agency partners to identify creative solutions that support administrative priorities and agency practices through the use of technology.
- Develop, and implement information architecture, interaction design, content strategy, change management, product design, organizational design, and/or service design methodologies tailored to the unique IT project needs.
- Serve as the lead technical advisor, provides guidance, leadership, expert assistance, and authoritative advice to team members on the organization practices around the use of technology.
- Develop user-centered requirements, specifications, and/or user stories for systems that meet business requirements; advises the project team on the merits of proposed IT systems development projects; and applies a structured systems analysis approach to the design and development of new or enhanced applications.
- Conduct analysis and evaluate a range of qualitative and quantitative metrics around customer experience, information architecture, interaction design, content strategy, change management, product design, organizational design, and/or service design to inform iterative development and strategy decisions to ensure the right product, platform, or service is being built.
- Lead complex team-wide technology, community, and communications initiatives with minimal supervision, acting as an advisor, mentor, and approver for other specialists.
- Develop long-range plans and recommendations as to the best methods to utilize to meet organizational goals and objectives.

The GS-14 salary range starts at $122,198.00 per year. Locality pay will be determined once the duty location has been established.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is defined as experience: In web and user interface design for major web applications, including creation of new designs, maintenance of templates, style guides, or other branding elements, images, and illustrations.

- Knowledge of current and emerging information system technology needed to work with customers in analyzing complex mission requirements and applying information technology concepts to efficiently and effectively meet those requirements and translate functional requirements into technical software design specifications.
- Ability to serve as a lead technical advisor in providing guidance, leadership, expert assistance, and authoritative advice to team members within the organization.
- Skill in systems analysis to improve IT systems or product quality to accurately represent customer requirements, to present recommendations for adoption of new methodologies, and to lead implementation activities.
- Ability to evaluate a range of qualitative and quantitative metrics around user needs, resource prioritization, and program management.
- Skill in oral communications to present sensitive recommendations to higher authority, to obtain compliance with policies from activities nationwide, to articulate positions/policy of vast technical complexity and to represent the agency on task forces.
