The Office of the General Counsel (OGC) serves as legal advisor to the CFTC’s Commission, the Chair, the Executive Director, and the Agency as a whole. OGC's legal advice includes, but is not limited to, areas such as Agency litigation, statutory and regulatory interpretation, rulemaking, analyses of proposed legislation, and other legal issues arising in connection with the administration and enforcement of the Commodity Exchange Act (CEA).

Duties
This position is located in the Secretariat and Information Management Branch in the Office of the General Counsel. The Records Management and IT Systems Analyst helps build and carry out the work of the Commission’s Records and Controlled Unclassified Information (CUI) Office (RCO). At the full performance level the incumbent has the following responsibilities:
- Design, implement, evaluate, and maintain records management and CUI requirements across CFTC platforms such as M365, Power Platform, and ServiceNow.
- Analyze IT systems and applications to determine compliance with federal and agency records management and CUI requirements and recommend improvements.
- Develop, update, and support enterprise-wide and office-level records management and CUI policies, procedures, training, guidance, and disposition schedules.
- Serve as a liaison and subject-matter expert to IT, legal, privacy, cybersecurity, and operational units to ensure integration of records management and CUI requirements into agency systems and initiatives.
- Conduct needs assessments, gather information, analyze program gaps, and provide recommendations to enhance records management and CUI operations.
- Provide training, one-on-one assistance, and expert guidance to staff on records management, CUI policies, and related technology tools.
- Represent the Records and CUI Office (RCO) on workgroups, liaison groups, and IT Change Advisory Board activities, and support contract management as a COR.

Qualifications
CT-11 Level: To qualify for the CT-11 level you must have at least one year of specialized experience equivalent to the next lower grade (GS/CT-09 level). Specialized experience is defined as that through which one has gained experience in 2 or more areas:
- Assisting in the administration and implementation of records management and Controlled Unclassified Information (CUI) requirements; Providing support to internal and external stakeholders; Participating in the review, analysis, or evaluation of IT systems and applications; Supporting efforts to research, draft, and maintain records management and/or CUI policies, procedures, and disposition schedules; Conducting or assisting with needs assessments, data collection, and analytical reviews elated to records management or CUI program operations.
OR
- 3 full years of progressively higher-level graduate education or doctoral degree (Ph.D. or equivalent) related to the position
- Or a combination of graduate level education and specialized experience that together meet the qualification requirements of this position.
CT-12 Level: To qualify for the CT-12 level you must have at least one year of specialized experience equivalent to the next lower grade (GS/CT-11 level). Specialized experience is defined as that through which one has gained experience in all of the following areas:
- Assisting in the administration and implementation of records management and Controlled Unclassified Information (CUI) requirements; Providing support to internal and external stakeholders; Participating in the review, analysis, or evaluation of IT systems and applications; Supporting efforts to research, draft, and maintain records management and/or CUI policies, procedures, and disposition schedules; Conducting or assisting with needs assessments, data collection, and analytical reviews elated to records management or CUI program operations.
