Summary

This position is located in the Chief Information Security Office (CISO) of the Office of Chief Information Officer at the Federal Election Commission (FEC).

This is a Non-Bargaining position.

Duties

As the IT Specialist (Security) in this position, you will:

  • Provide security awareness training to all Commission employees.
  • Brief senior officials on the Commission's security program and present long-range plans for IT security systems that anticipate, identify, evaluate, mitigate, and minimize risks associated with IT systems vulnerabilities.
  • Recommend modifications and develops IT security standards, guidelines, procedures and policy at the FEC.
  • Identify significant actual and potential cyber security problems, trends, and weaknesses.
  • Develop strategies for responding to FEC future IT security challenges.

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

You must have at least one full year of specialized experience that is IT security related and demonstrates each of the following competencies: attention to detail, customer service, oral communication, and problem solving. This must include activities such as: (1) providing expert technical authority and guidance on AWS Cloud security, AWS Cloud architecture and infrastructure; (2) Writing reports and responding to Audits; (3) Providing expert technical knowledge and guidance on data security; (4) Providing expert technical knowledge and guidance on network security; (5) Developing, together with system/software development staff, through software development lifecycle methodology, the secure system/application architecture. This experience must be comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in private or public sectors)

In addition, you must provide a cover letter describing your experience with the competencies identified below:
  • Information Systems/Network Security-Knowledge of methods, tools, and procedures, including development of information security plans, to prevent information systems vulnerabilities, and provide or restore security of information systems and network services.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

Part-time or unpaid experience: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
