Summary

The Information Sharing Advisor is responsible for supporting FirstNet Authority in optimizing the sharing of information by maximizing and integrating sharing and protection capabilities, strengthening FirstNet Authority's governance framework to address legal and policy challenges, and promoting a culture of responsible information sharing.

Duties

As a senior level technical expert and resource, the Information Sharing Advisor will coordinate with the Office of the Executive Director, Senior Management Council, and all senior leadership within FirstNet Authority mission units for all information sharing activities.

The Information Sharing Advisor is responsible for defining appropriate mechanisms for developing information sharing relationships with counterparts in colleagues and other federal agencies. Represents the organization at interagency conferences and meetings that deal with specialty functions and internal training requirements.

Enhances capabilities to correlate and disambiguate large volumes of information. Gathers and analyzes information and based on thorough understanding of the significance of conditions and trends, develops and projects data and draws meaningful conclusions and clear estimates based on current and past situations. Briefs the findings and estimates of these special assignments to senior leadership. Provides detailed information sharing for mission planning and execution.

Enhances capabilities to easily and quickly search and access all information for which a user is authorized. Creates and updates classified and unclassified information sharing reference libraries.

Incorporates information sharing material into new and existing training and other relevant programs. Partners with FirstNet Authority mission units to ensure assigned projects receive the review and coordination essential to meet agency objectives. Provides support in the review of policy issues and renders advice and assistance in the administration of operating guidelines and coordination of program efforts with other mission units and in communicating program policies and priorities relevant to information sharing activities.

Provides senior leadership with information needed to make strategic recommendations by examining organizational systems and programs and proposing alternatives for improving the efficiency of FirstNet Authority programs. Deploys phased enhancements to processes and technology tools to actively track user activities, trigger suspicious trends, and provide continuous assurance that data remains accessible and protected.

Conducts special research and studies to support FirstNet Authority leadership. Produces plans and reports and briefs senior management officials on recommended policies, processes and corrective actions for various activities.

Serves as a liaison between FirstNet Authority and NTIA for review and approval of required documents. Represents FirstNet Authority in meetings with OIG and other external entities.

You will receive credit for all qualifying experience, including volunteer experience. Professional Technical Qualifications: Applicants must clearly demonstrate in their application materials that they possess technical attributes in the Professional Technical Qualifications (PTQs).

Qualifications

To meet the minimum qualifications for this position, you must possess all of the mandatory Professional Technical Qualifications listed below by the closing date of this announcement. These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in managing a comprehensive business program in a complex organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position.

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized experience is directly related to the duties and responsibilities of this position and referenced in the Professional/Technical Qualifications (PTQs), and that equipped the candidates with the scope and level of knowledge, skills, and experience to successfully perform the work. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with State or local government, the private sector, or non-governmental organizations.

All applicants MUST submit a written narrative response to the following PTQs. Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc.

**Responses to PTQs must not exceed 2 pages for each PTQ typed in 12-point font.

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs):

  1. Demonstrated expertise and knowledge of cross-Agency information sharing and safeguarding environments, including the ability to strengthen a governance framework to address legal and policy challenges related to sharing and safeguarding information responsibly across a community of government stakeholders.
  2. Demonstrated superior analytical and critical thinking skills, including the ability to think strategically and identify needs, requirements, and develop innovative recommendations and solutions for improvement.
  3. Demonstrated superior interpersonal and negotiation skills, and the ability to build consensus, work effectively, and independently exert influence on major stakeholders.

Public Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (OGE-278), within 30 days after his/her appointment, and then annually thereafter.

Qualifications Approval and Probationary Period: Persons newly selected for a career appointment to the Scientific and Professional (SL) will be required to serve a one-year probationary period. If an employee has completed their 1 full year probationary period requirement under the current position they were competitively selected for, and were selected for a SL appointment, they will not need to complete a new probationary period.
