Duties
This permanent position is eligible for 100% local telework.
Articulates and communicates to project teams the assignments, projects, problems to be resolved, actionable events, milestones, and issues, and sets deadlines and time frames for completion. When applicable, coordinates implementation of the projects and work relationships with relevant areas of the Library. Ensures consideration of whether the Library and external organizations can support the proposed projects or activities.
Uses the Project Management Life Cycle (PMLC) methodology (including project integration, planning, communications management, scope management, time management, cost management, quality control, HR management, risk management, and procurement management) and Systems Development Life Cycle (SDLC) best practices; creates Work Breakdown Structures (WBS), GANTT charts, and performance measurements; and manages work through all SDLC phases (including system concept development, planning, requirements analysis, design, development, integration and test, implementation, operations and maintenance, and disposition phases).
Leads and coordinates project activities with project team members. Facilitates project communications. Leads and oversees complex projects and identifies dependencies between projects. Develops PMLC and SDLC documentation.
Develops and maintains project schedules and identifies dependencies and the critical path within IT project tasks affecting project milestones and goals. Conducts risk management and develops mitigation and contingency plans needed to keep projects on track. Works with others to plan, baseline, and update IT project plans to control costs and meet scheduled deadlines.
Makes adjustments to accomplish the workload in accordance with established priorities. Schedules and conducts regular project team meetings; ensures team members are aware of and participate in project planning activities to achieve team goals and objectives. Prepares and delivers periodic progress reports. Regularly develops, updates, and compiles individual and team performance metrics.
Tracks application design and delivery status through the life cycle stages, ensuring business needs are satisfied. Interviews stakeholders to clarify project scope and identify assumptions and constraints. Identifies, distributes, and balances workload and tasks among project team members in accord with established workflow, skill levels, and/or occupational specializations.
Participates in IT PMO policy and process development, including development and preparation of PMLC and SDLC workflow diagrams, process write-ups, templates, and samples.
Conducts and/or oversees project process and deliverable quality reviews and audits. Provides peer reviews, mentorship and training to other Library Project Managers
Provides project portfolio reporting and analysis, including preparation of PMO project portfolio reports, review of project and portfolio performance metrics, and formulating project portfolio recommendations based on overall project and portfolio performance. Facilitates Project Portfolio Review meetings.
Provides PMO-related communications to stakeholders and updates PMO websites to reflect current PMO processes and resources. Maintains Project Management Office database to ensure project data is kept current.
Works with the IT Project Management Officer, IT Steering Committee, IT Investment Management Portfolio Officer, Enterprise Architecture, OCIO Management, Security, Contracts, and other Library stakeholders to ensure PMO processes are in alignment with other related Library-wide processes and provide necessary process inputs and outputs.
Collaborates with internal and external stakeholders, business analysts, IT specialists, contractors, and others to identify and capture user requirements and expectations at the Service-wide and division/office levels. Leads multidisciplinary teams of government employees and contractors to synthesize, clarify, define and document business requirements and processes. Evaluates requirements and processes, and recommends feasible solutions.
Participates in IT strategic planning efforts. Monitors usage statistics, identifies trends and patterns, analyzes best value propositions, and recommends enhanced or new IT solutions. Leads analytical efforts on special projects to improve operating efficiency from business and technical perspectives. Develops reports, feasibility studies, and briefings on specific IT issues.
