Summary

This position is part of the Office of the Chief Information Officer, Department of Energy. As a Information Technology Specialist, you will be managing advanced application services, specifically focusing on Application as a Service (AaaS) and SharePoint as a Service platforms in enhancing business processes, ensuring optimal service delivery, and maintaining high standards of organizational collaboration and information management.

Duties

As an Information Technology Specialist, you will:

  • Manage advanced application services such as the Application as a Service (AaaS) and SharePoint to enhance business processes and ensuring optimal service delivery.
  • Evaluate, enhance, and integrate service for optimal performance in leading the development of Power Platform as a Service (PPaaS) to ensure solutions are met effectively.
  • Manage SharePoint as a service, from planning to maintenance, governance, best practices, and integration with tools to improve collaboration, document management, compliance, and organizational productivity.
  • Lead projects with stakeholders and deliverables, aligning with objectives, budgets and using project management techniques in managing costs, and risks to ensure successful project outcomes.
  • Manage contractor relationships by ensuring they meet performance standards, comply with contractual terms providing expert oversight and guidance in contractor interaction.

Qualifications

BASIC REQUIREMENT:
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to the competencies, a qualified candidate's online application and resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

  1. Executing tests of data processing system to ensure functioning of data processing activities and security measures.
  2. Conferring with users to discuss issues such as computer data access needs, security violations, and programming changes.
  3. Integrating various IT services to support and enhance organizational goals in managing IT projects, achieve goals within established and budget constraints.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as scoring in the in Well Qualified category (or higher).
