Summary

The American Battle Monuments Commission (ABMC) maintains facilities and personnel in 17 countries. ABMC has an IT portfolio that encompasses cloud and on-premises platforms including, but not limited to, Software-as-a-Service, Infrastructure-as-a-Service, Platform-as-a-Service, Security Access Service Edge, and Network-as-a-Service.

Responsible for serving as the Senior Software Developer: Microsoft Dynamics and PowerApps supporting ABMC staff.

Duties

  • Responsible for ensuring high-quality, high-performing applications and systems are fielded that meet agency objectives and customer needs.
  • Implement computer and mobile applications using Dynamics 365, Power Apps, Dataverse, Power BI, and Power Automate to automate processes and improve efficiency.
  • Facilitate the Change Control Board's Change Request review process, including the review of proposed actions to ensure requirements are adequately addressed and meet technical standards.
  • Collaborate with Product Owners, Business Analysts, Records Manager, and other IT Specialists to define detailed implementation plans based on product and platform roadmaps and requirements.
  • Evaluate new products and platforms, perform product comparisons, and make recommendations for future implementation.
  • Support end-user application usage within the suite of software-as-a-service, infrastructure-as-a-service, platform-as-a-service, networking-as-a-service, and security access service edge applications and tools.
  • Serve as a Section 508 coordinator ensuring ABMC intranet, websites, documents, and electronic records are accessible to people with disabilities.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-12); or its non-Federal equivalent that demonstrates evaluative: design, develop and maintain Power Apps (model-driven and canvas), Power Automate, and Dataverse to meet specific business requirements such as workflows, business process flows, entity forms, and views; conduct planning to ensure system enhancements support program initiatives and requirements as well as agency objectives; and provide continuous communication to customer and leadership to ensure the customers service level agreements are being met.

**Experience with Microsoft Dynamics 365 and application life cycle management is strongly desired**

Time in Grade
Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify.
