Duties

This position is located in the Office of Information Services (OIS), Office of the Chief Administrative Officer, United States Capitol Police (USCP). OIS provides modern, cost effective, reliable, and secure information and technology products and services - a vital enabler of, and strategic asset to the USCP's mission.  The Enterprise Architect serves as the principal advisor to the Chief Information Officer with responsibility for establishing the agency's technical vision and leading all aspects of technology development.

Creates and implements a vision for the USCP's information management framework, technology systems engineering, and the technical management of information technology in accordance with the Information Technology Management Reform Act of 1996.  Designs customer-oriented initiatives and objectives that are based on the successful implementation of the road maps. Chairs high-level committees, review groups, and councils for the planning, development, evaluation, and management of USCP’s information management systems. 

Develops, plans, coordinates, and implements information technology architecture, service architecture, service catalog, and policy in specific areas, such as enterprise architecture, technology insertion, processing, and reengineering. Interpretations, findings, and judgments form the basis for official actions and/or policies. Identifies potentially beneficial areas for analysis, formulating proposals for original studies and justifying and presenting such proposals to appropriate authorities within the OIS. Establishes and/or updates EA policies and directives from the operations, intelligence, logistics, and administrative areas to ensure they are accurate and consistent across USCP.

Within the Federal budgeting process, develops, plans, and oversees implementation of short and long-range plans for acquisition of information technology hardware, software, and firmware to support the Department’s vision. Performs business case analyses to determine return on investments using investment strategies and business process reengineering techniques as they apply to information technology systems. Evaluates emerging technologies and prototype programs and guides their deployment to satisfy mission requirements.

You must be a U.S. citizen. Successful completion of a background investigation is required. Must complete a one-year probationary period.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

For the CP-13 level you must have one year (52 weeks) of specialized experience equivalent to at least the CP-12/GS-14 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as experience:  1) Assisting in the leadership of an enterprise technology strategy and its implementation to ensure Department technology continuously improves delivering mission and business outcomes; 2) Building and applying an Enterprise Architecture framework and maturity model to align business goals with technology, ensuring flexibility, scalability, and compliance with best practices; 3) Driving optimization of technology across the enterprise through implementation of new, or maximizing existing technologies that enable the business lines to continually adapt, scale, and innovate; 4) Developing plans, policies, methodologies, and architecture, establishing the conceptual blueprint and technology roadmap that defines the structure and operation of IT services and ensures alignment with Business strategy; and 5) Developing justifications and business cases to allow technically sound IT investment decisions that map to capital planning.

  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Financial delinquency including collection accounts, liens, repossessions, or garnishments may be a basis for disqualification. Background Investigation -- Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
