Summary

The Commodity Futures Trading Commission (CFTC) is seeking highly motivated recent graduates to join the Information Technology Cyber Security Team through the Pathways Recent Graduates Program. As an IT Specialist Recent Graduate, you will participate in a developmental program in support of the Commission’s cyber security programs.

Duties

As a participant in the Recent Graduates Program, you will receive both formal and on-the-job training to develop the required knowledge and skill to successfully perform the duties of the position. The incumbent will complete formal and informal training, as well as rotational assignments intended to provide and enhance necessary technical competencies.  Duties may include:

  • Performs in-depth analysis of information systems to assess security compliance and document findings.   
  • Prepares system security documentation in accordance with federal directives for complex Information Technology Systems  
  • Assists with evaluating cyber security implications for systems in development or  modification to meet user requirements;
  • Contributes to carrying out program goals and establishing priorities to support the organizational mission.

  • Maintain enrollment at least half time as defined by the institution.

Qualifications

This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.  Qualification Standard Information Technology Management Series, 2210 (Alternative A

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.  

At the CT-7 level, you will receive training and perform tasks of limited scope and complexity. At the CT-9 and CT-11 levels, you will work with increasing independence and responsibility.

CT-7:
• Completion of a bachelor’s degree; OR
• Completion of 1 full year of graduate-level education; OR
• Superior Academic Achievement (SAA) Superior Academic Achievement, if applicable.                                                               

Specialized experience equivalent to CT-5 level has a strong knowledge of cybersecurity fundamentals such as vulnerabilities, emerging threats, security controls and risk management.

CT-9:
• Completion of a master’s or equivalent graduate degree; OR
• Completion of 2 full years of progressively higher-level graduate education leading to such a degree; OR
• Specialized experience equivalent to the CT-7 level performs basis analysis of automated systems for programing and design

CT-11:
• Completion of a Ph.D. or equivalent doctoral degree; OR
• Completion of 3 full years of progressively higher-level graduate education; OR
• Specialized experience equivalent to the CT-9 level performs moderately complex system analysis and develop/modify system user requirements

Experience must be IT-related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate, demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
