The primary purpose of this position is to serve as an IT Specialist (ENTARCH/SYSANALYSIS) with responsibility for planning, efficiency, coordinating, and overseeing that 28th Bomb Wing's JWICS network, testing, modifying, upgrading, operation, troubleshooting, and maintenance.

Organization location of position: AFGSC, 8th AF, 28th BW, 28th OG, 28 OSS, Intelligence, Ellsworth AFB, SD.

Duties

DUTY 1 - Performs studies covering the installation's JWICS information technology status.

DUTY 2 - Assesses policy needs and develops policy and procedures governing IT activities.

DUTY 3 - Schedules all VTC requirements on the JWICS network.

DUTY 4 - Maintains liaison with manufactures, professional organizations, and counterparts at other installations and services regarding available products and state-of-the-art technologies and advancements.

DUTY 5 - Serves as a technical advisor to management.

  • Must Obtain/Maintain Top Secret Security Clearance with SCI. A non-disclosure agreement must be signed.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends and/or holidays.
  • Incumbent may be subject to psychological screening/ polygraph testing as an inherent primary requirement of their position.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Ref: AFI36-129, dated 17 May 2019.
  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
  • Per DoD 8570.01-M, the incumbent of this position mustachieve the appropriate IA certification within six months of assignment of these duties.
  • A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
  • Key: Duties of position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing
  • (CONT FROM ABOVE) the capability of the parent Federal Agency or office to function effectively.
  • This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IA W: DoDD 1200.7, "Screening the Ready Reserve,").

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

BASIC REQUIREMENTS:

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Specialized Experience:
Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a wide range of IT principles, methods, advancements, policies, systems concepts, and the analysis, design, development, testing, and application of hardware and software, as well as IT systems and internet concepts, functions, techniques, and capabilities. This includes evaluating new and emerging IT security methods and principles, assessing the feasibility of proposed systems and applications software projects, and designing, testing, and maintaining information systems and applications software to ensure successful integration with existing and anticipated infrastructure. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of IT systems and internet concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems in addition, applications software projects; and to design, test and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure.
2. Knowledge in client/server technology, including open systems architecture, distributed computing, web publishing, web-enabled applications, and information retrieval techniques, encompassing access and security safeguards. Additionally, skilled in network architecture, interrelationships, operating modes, configuration, topology, and protocols.
3. Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans.
4. Skill in applying analytical and evaluative techniques to identify, investigate, and resolve issues and problems associated with contract support, as well as modifying standard practices and techniques.
5. Skill to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems; provide support that minimizes interruptions in service to customers; and maintain liaison with industry and other activities to ensure awareness of state-of-the-art technology.
6. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical analysis information through written documentation and oral briefings to render informed judgments.
