Summary

The Department of Energy (DOE), Office of Inspector General is currently looking for Inspectors in the Office of Inspections, Intelligence Oversight, and Special Projects (OIIS). As an Inspector, you will conduct inspection operations at various field sites.

This is a Term Appointment - Time limited more than one year but not more than 4 years. The appointment is not permanent and will not give the employee competitive/permanent status.

Duties

As a Inspector, you will:

  • Review and evaluate the economy, efficiency, and effectiveness of the performance of the Department by conducting fieldwork in inspections of programs, organizations, management systems, and activities.
  • Conduct fieldwork in the reviews of noncriminal allegations of waste, abuse, or mismanagement surfaced through Hotline complaints or other sources.
  • Ensures that appropriate techniques are used in gathering, documenting, analyzing, and summarizing inspection evidence that is sufficient and appropriate for the inspection objective.
  • Identify potential findings and their root cause with recommendations to appropriate officials.

Qualifications

You must meet all qualifications and eligibility requirements by the closing date (10/28/2024) of this announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized Inspector experience equivalent to the GS-12 grade level or equivalent pay band in the Federal service directing a performance or allegation-based inspection from planning to reporting. Specific work experience must demonstrate the following: Specialized experience for this position is defined as:

  1. Review and evaluate the economy, efficiency, and effectiveness of the performance by conducting inspections of programs, organizations, management systems, and activities.
  2. Utilize appropriate techniques in gathering, documenting, analyzing, and summarizing inspection evidence that is sufficient and appropriate for the inspection objective.

This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of 4 years, or more based on any changes to regulations governing the number of years term appointment may last, without further competition. The Department of Energy-Office of Inspector General retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extensions to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.

Recruitment incentives: May be authorized to newly appointed federal employees. If a recruitment incentive is authorized, the employee must sign an agreement to fulfill a period of service with the agency of not less than 6 months and not more than 4 years, as determined by the gaining office in accordance with agency policy. Authorization of incentives is not guaranteed.

The Office of Inspector General DOE has determined that the duties of this position are suitable for remote restricted, and the selectee may be allowed to work remotely full time with supervisor approval. The employee must be located within a 50-mile radius of the DOE OIG Worksite and must be a realistic commuting distance. Under this arrangement, the employee is not required to report to the DOE OIG Worksite every pay period but may be required to do so with some regularity (e.g., a few times a quarter) for work that cannot be performed remotely. If selected, you will be required to sign a remote work agreement after entry into the position that details remote working conditions and expectations for the position.
