Duties

As an Intelligence Operations Specialist, you will:

  • Serve as HUD's subject-matter expert on insider risk monitoring and OCAO's technical authority on topics of User Activity Monitoring (UAM) technologies and insider risk project management.
  • Identify, assess, and manage potential threats that insiders could pose to the confidentiality, integrity, or availability of information assets through the oversight of HUD's Insider Risk Management (IRM).
  • Plan, oversee, and conduct the full range of intelligence/counterintelligence (CI), inquiries, Operations Security (OPSEC), and insider threat operations. Provide support to the Hub Team on all insider threat inquiries. Conduct operational coordination with federal, state, and local law enforcement and intelligence agencies.
  • Monitor and assess key domestic and overseas events, developments, and other matters of HUD interests and advises the Senior Agency Official (SAO) and the HUD Watch Center (HWC) matters of importance or concern. Utilize various forms of classified communication tools including Homeland Security Information Network (HSIN) Homeland Secure Data Network (HSDN), Joint Worldwide Intelligence Communication System (JWICS) and other sources, as directed.
  • Research latest advancements in insider threat technologies and develop/implement technical plans, strategies, and programs. Identify enhancements and modifications to the CI assets of OCAO and makes recommendations to management regarding strategies and plans for enhancing the technical program.

The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

The security clearance for this position is Top Secret/Sensitive Compartmented Information.

Key Requirements:

  • Must be U.S. Citizen or U.S. National.
  • A one year probationary period may be required.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:

- Performing preliminary analyses of raw and finished intelligence reports to determine if they meet an Organizations intelligence requirements; AND

- Collecting, recording, and analyzing sensitive data/information to identify problems or anomalies; AND

- Conducting intelligence and database checks in support of incident/threat response.

Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
