Duties
IDEAL CANDIDATE STATEMENT: The ideal candidate is an aerospace, computer, electronics, or mechanical engineer interested in improving safety of the traveling public in a meaningful way through the challenges of working in a laboratory extracting data from a variety of vehicle recorders and other devices, documenting the results, and occasionally launching to accident sites to handle critical on-scene recorder recoveries.
As a Interdisciplinary Engineer (Recorder Specialist) DIRECT-HIRE,GS-0801/0830/0854/0855/0861-11, you will perform the following major duties:
- Examines and recovers data from vehicle recorders (also known as "black boxes") from transportation accidents using digital forensic and engineering methods.
- Assures technical quality and capability of the division's laboratories and related lab systems.
- Recovers data and prepares reports to achieve maximum use of information for accident prevention and to achieve Safety Board objectives.
- Develops and maintains professional contact with peers across the technical community, for knowledge exchange, technical advocacy, and obtaining expert advice and opinion specifically tailored to agency's needs.
- Participates in transportation safety investigations by recovering data and preparing reports to achieve maximum use of information for accident prevention and to achieve NTSB objectives.
At the GS-12/13, in addition to duties at the lower grade level, typical duties may include:
- Performs vehicle recorder investigations as a Group Chairperson in a technically competent and thorough manner with supervision and mentoring from more senior NTSB staff.
- Operates and assists with the division's laboratories and develops new methods and technologies.
- Applies knowledge to support and develop products essential to the proper functioning of the Division, such as Board Member Project requests, Notice of proposed Rulemakings (NPRMs), Congressional testimony, and investigative alerts/bulletins.
- Participates in technical meetings and conferences, through papers, speeches, and committee memberships.

Qualifications
To qualify for this position, you must meet one of the following Basic Requirements:
For the GS-11 grade level:
One year of specialized experience equivalent to the GS-9 grade level in the Federal Service. Specialized experience is applying industry-accepted principles, techniques and practices of engineering to conduct analyses of recorded data, audio, or video; and ability to extract recorded data, audio or video using standard methods;
OR
3 years of progressively higher level graduate education leading to a Ph. D. or equivalent doctoral degree.
OR
a combination of Education and Experience. To be creditable, your education must be directly related to the position being filled.
For the GS-12 grade level: One year of specialized experience equivalent to the GS-11 grade level in the Federal Service. Specialized experience is applying industry accepted principles, techniques and practices of engineering or computer science to conduct complex analyses of recorded data, audio, or video; and resolving technical challenges in extraction of recorded data, audio or video when standard methods are not successful.
For the GS-13 grade level: One year of specialized experience equivalent to the GS-12 grade level in the Federal Service. Specialized experience is demonstrating mastery of engineering theories and methods sufficient to develop new procedures to address novel/complex investigation scenarios: ability to apply industry accepted principles, techniques and practices of engineering or computer science to conduct complex analyses of recorded data, audio, or video; and ability to resolve technical challenges in extraction of recorded data, audio or video when standard methods are not successful or available.

Education
EDUCATION: A. 4-year course of study leading to a bachelor's degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength materials (stress-strain relationships);(c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science and physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A above.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
