Job Description (Please follow all instructions carefully)

Summary

This position is an Interdisciplinary (GIS Specialist) position with the National Park Service - National Trails Office (NTIR), Regions 6, 7 & 8. Please visit find a park for additional park information. The position may be filled as: 0150 Geographer, 0401 Biologist, 1301 Physical Scientist, or 1370 Cartographer dependent on the qualifications of the person selected. Position will be filled in either Santa Fe, NM or Salt Lake City, UT.

Duties

  • Duties will be developmental in nature when filled below the full performance level.
  • Managing and integrating various GIS and database management software, modifying or adapting software to meet program needs.
  • Maintaining hardware, peripherals, GPS units, network, and GIS operating systems to ensure security and currency.
  • Planning and executing field work to generate new or to verify mapped information, coordinating with specialists in other disciplines as needed.
  • Providing training or instruction to others in the use of GIS applications and basic GIS, GPS, and related technology.
  • Participating in meetings, workshops, conferences and symposia to facilitate data procurement and sharing, and cooperation on a variety of GIS, information management, research, and resources-related projects.

Basic Requirement for GS-0150, Geographer:
A.
Possess a Bachelor's or higher degree in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.
OR
B. Possess a combination of education and experience. This includes courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education.

Basic Requirement for GS-0401, Biologist:
A. Possess a Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Possess a combination of education and experience. This includes courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

Basic Requirement for GS-1301 Physical Scientist:
A. Possess a Bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Possess a combination of education and experience. The education must be equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Basic Requirement for a GS-1370 Cartographer:
A. Possess a Bachelor's or higher degree in cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).
OR
B. Possess a combination of education and experience. This includes courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.

In addition to meeting at least one of the Basic Requirements, you must meet the minimum qualification requirements for the grade level desired.

To qualify for the grade GS-09:
A. Have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following:
1) Utilizing GIS/GPS related hardware and basic computer techniques to create, maintain and extract GIS data following established guidelines/standards
2) Participating in the digitizing of mapped information, importing of digital data, and converting data, and producing GIS products following established guidelines/standards
3) Assisting with the management of a GIS database and database management system or other online mapping platform (developing, updating, and managing web maps/apps/map services)
4) Assisting in training others in the use of GIS/GPS applications.
OR
B. Have successfully completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree, in geography, physical science, the social sciences (e.g. geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning); engineering, mathematics, cartography, biology, agriculture, natural resource management, chemistry, or another closely related discipline that provided the knowledge, skills, and abilities necessary to do the work of the position.
OR
C. Have an equivalent combination of specialized experience as described in A and graduate level education as described in B that, when combined, equals 100% of the total requirement. To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify.

To qualify for the grade GS-11:
A. Have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following:
1) Developing Geographic Information Systems (GIS) database and database management systems including geodatabases to collect and analyze spatial data in accordance with standard protocols/standards
2) Assisting and working independently on training efforts in various GIS applications and GPS field data collection efforts
3) Developing and maintaining online mapping platform content (developing, updating, and managing web maps/apps/map services)
4) Developing spatial data inventories using Global Positioning Systems (GPS) and associated applications/hardware
5) Developing and assisting with partner agreements, contracts, or funding proposals.
OR
B. Possess three years of progressively higher-level graduate education leading to a PhD in geography, physical science, the social sciences (e.g. geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning); engineering, mathematics, cartography, biology, agriculture, natural resource management, chemistry, or another closely related discipline that provided the knowledge, skills, and abilities necessary to do the work of the position.
OR
C. Possess a combination of specialized experience as described in A and graduate education as described in B that, when combined, equals 100% of the total requirement. To calculate, first take the number of semester hours or equivalent earned towards the doctoral degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. Please note: only graduate education in excess of the first two years - generally 36 semester hours - may be used in this calculation.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. You must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted.

EDUCATION


The occupations covered under this announcement have a basic education requirement. To support meeting the basic requirement and to qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Additional information

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
  • You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. If selected, you will be required to submit a valid driver's license prior to entry on duty.

Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

Physical Demands: The work is often sedentary but field work occasionally requires some physical exertion such as long periods of standing, walking over rough, muddy, uneven, swampy or mountainous terrain; recurring periods of bending, crouching, stooping, stretching, reaching or similar activities; and recurring lifting of moderately heavy items weighing up to 50 pounds. Computer work is sedentary, which entails the ability to concentrate and use computers for long periods of time.

Work Environment: Work is primarily performed indoors in a climate controlled ofice environment. Outdoor work may occur in hot, cold, humid, or dry weather conditions. Outdoor work may also be required during periods of rain, snow, sleet, fog or other adverse weather conditions.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.
