Duties

As a Interior Designer, you will perform the following duties:

  • Establish requirements, draft floor plans, determine cost estimates, project schedules, and acquisition of furnishings. Prepare visual aids, including architectural drawings, sketches, renderings, color boards, and physical models for the presentation of projects.
  • Conduct on-site space utilization surveys and implement actions to ensure the full and efficient use of the Department of Commerce assigned space in the Herbert C. Hoover Building (HCHB) and per the space database.
  • Prepare procurement packages and act as the contracting officer's representative for all furniture procurements within the facility. Maintaining computer-aided facilities management software database and generating reports. Responsible for all aspects of the space and inventory database including data collection and management.
  • Manage renovation and furniture requests and provide technical advice to customers. Serve as the project manager for interior office refurbishments and reconfigurations.
  • Responds to requests, complaints, etc. regarding interior design and furniture moves. Present information to customers and work directly with the supervisor to discuss services and processes with upper management.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is being filled under the Department Of Commerce Alternative Personnel System (CAPS). Under CAPS, positions are classified by career path and pay band.

The ZA-3 is equivalent to the GS-11/12 grade levels. To qualify at the ZA-3 level your resume must demonstrate:


SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-9 (or equivalent pay band) level in the Federal service. Specialized experience is defined as:

  • Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment.
  • Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public.
  • Assisting with and/or managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc.

SUBSTITUTION OF EDUCATION
: A Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related to a major study in interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design, OR passage of the National Council for Interior Design Qualification (NCIDQ) examination.

COMBINATION OF EDUCATION AND EXPERIENCE: An equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of the Interior Designer position.
