Summary

The Department of Veterans Affairs (VA) Intermediate Care Technician (ICT) Program is a program designed to hire transitioning service, National Guard, Reserve, and Veteran corpsmen, combat medics and medical technicians into positions at VA Medical Centers as an integral part of the medical team. Candidates generally qualify based on U.S. Armed Forces experience or equivalent education.

Duties

The Intermediate Care Technician is an occupational specialty, especially for former military combat medics, medical technicians, and corpsmen.


The Intermediate Care Technician (ICT) Generalist is assigned to the Department of Veteran Affairs, Veterans Health Administration (VHA). This position serves as an advance technician for outpatient care settings such as; primary care, mental health, and specialty clinics. As an ICT Generalist the incumbent may serve in a medical center, community-based outpatient clinic (CBOC), mobile medical unit or may have virtual/remote assignments. Duties include but not limited to:
  • Performs observation-based screening and collecting patient information in collaboration with licensed personnel.
  • Completes clinical reminders.
  • Obtains patient health history, chief complaints, medication history, and identification of health-related conditions that may impact the patient's health status.
  • Completes approved templates and tools, such as the outpatient intake form, normal result notes, and follow up treatment protocols established by the agency.
  • Assists in behavioral/psychiatric situations in an outpatient setting.
  • Assists licensed personnel with crisis intervention, management of aggressive or suicidal psychiatric patients, by providing one-to-one observations and applying prevention and management of disruptive behavior techniques (PMDB).
  • Performs duties focused on communication techniques required to complete the questioners and templates approved for use in any outpatient clinical setting, including active listening, restating, and mirroring.
  • Maintains a safe and therapeutic environment for the patient while promoting a sense of worth and dignity under the supervision of the licensed personnel.
  • Assists outpatient licensed staff with the delivery of care to patients with complex, specialized, and potentially life-threatening situations.
  • Assists licensed staff with preparing patients for medical evaluation, setting up equipment, passing instruments and providing
    treatment during in-person or virtual visits.
  • Operates specialized medical equipment to obtain diagnostic and therapeutic outcomes.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

GS-06 grade level: Applicants at this grade level are required to have the following experience or education: One year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Assists with completion of patient screening and observation-based screening and collection of patient information.
  • Assists with Specimen Collection and Preparation. Examples: collecting and labeling samples and mucous specimens.
  • Monitors and oversees storage of sterile of equipment and surgical instrumentation.
  • Proficient in assisting with minor procedures, treatments, and interventions in all Surgical Specialty Areas. Examples: incision and drainage, foley catheter insertion, cystoscopy, and nasopharyngeal scopes.
  • Proficient in assisting with both wound care and post op care. Examples: bandaging, application of dry sterile dressings wound measurements, or suture removal.
  • Sets up and using medical equipment to obtain diagnostic and therapeutic outcomes.
  • Assists with patient exams and screenings. Examples: vital signs, 12-lead electrocardiogram (EKG), OR
Education: Successfully completed one half (½) year of graduate education (9 semester hours or equivalent) with a major that included courses directly related to the position. Such graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation OR

Combination: Equivalent combination of successfully completed graduate-level education and specialized experience, as described above, which meet the total qualification requirements for this grade level. This education must have been obtained at an accredited business, secretarial or technical school, junior college, college, or university. NOTE: Your experience must be documented in your resume and transcripts are required.

GS-07 grade level: One year of specialized experience (equivalent to the GS-6 grade level in the federal service). Examples of specialized experience include but are not limited to:
  • Prepares and administer medications through various methods, examples include, intramuscular injections, subcutaneous injections, intradermal injections, oral, aerosolized including oxygen, topical, intraocular (eye drops), Otic (ear drops), intranasal, rectal (suppositories), local anesthetics, intraurethral, and intravenous.
  • Performs minor surgical procedures, medical interventions and administer treatments to manage care to combat disease or disabling symptoms example incise and drain various skin infections or abscesses.
  • Orders appropriate diagnostic studies under the direction of the supervising Licensed Independent Practitioner (LIP) obtains and Reports Diagnostic and laboratory results.
  • Assists with completion of patient screening and observation-based screening and collection of patient information
  • Assists with Specimen Collection and Preparation. Examples: collecting and labeling samples and mucous specimens.
  • Monitors and oversees storage of sterile of equipment and surgical instrumentation.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires a level of physical fitness that allows for standing for extended periods, heavy lifting to position patients, and manual dexterity to perform clinical procedures. The work will require recurrent bending, lifting, stooping, standing, squatting, stretching, sitting and walking.

Preferred Qualifications: Experience in the military as a Hospital Corpsman, Combat Medic, Medical Technician is highly desired.
