Duties

DUTIES AND RESPONSIBILITIES:

  1. Duties include day to day managing, assessing, planning, developing, budgeting, implementing, and evaluating assigned IIU programs. Programs include and are not limited to the following: provide oversight and management of IHSC Investigations Case Management System, Joint Integrity Case Management System, fact-finder investigations, IIU records management, IIU supplies and equipment, IIU taskings, and prepare IIU statistical analysis and reports. Incumbent reviews, revises, and, or writes policies, provides technical oversight on investigative cases, formulates, and executes short- and long-range plans for optimum utilization of personnel, facilities, and equipment. Incumbent ensures compliance with program regulations (e.g., ICE and IHSC policy and practice, and applicable heath care standards), maintains records per program policy, coordinates and, or, manages programs within immediate organizational component.
  2. Incumbent communicates and collaborates with entities/programs and persons within and outside the immediate work environment but within the agency. The purpose of work contacts is primarily to collaborate, provide guidance, policy interpretation, and seek support for methods, policies and programs. Judgement failure can cause impairment of IIU's programs. Failure can result in loss in credibility for the unit.
  3. Manages, reviews, and analyzes investigation/complaint data across three regional teams to evaluate risks to patient and employee safety, IHSC, and ICE operations. Provides status updates, summary reports, and recommendations to IIU Chief for the national program.
  4. Liaises with other units for tracking, disseminating, and sharing information. Based on data aggregation and analyses, coordinates with the IIU Chief to establish training opportunities for various IHSC programs and units.
  5. Conducts preliminary report reviews designated by the IIU Chief, ensuring completeness, accuracy, and adequacy. Ensures all pertinent information is included, and products are consistent with ICE and IHSC policy and practice, and applicable heath care standards.
  6. Drafts reports/memorandums regarding IIU's activities on behalf of the IIU Chief.
  7. Prepares monthly, quarterly, annual, and ad-hoc IIU statistical analyses and reports. Independently identifies trends, evaluates program information/information products, and recommends improvements, as required.
  8. Oversees and manages IIU records management requirements and procedures, ensuring security/confidentiality of IIU documents, information, and files.
  9. Independently researches and collects information.
  10. Evaluates incoming case intakes/data to ensure reporting is initiated in accordance with established policies/procedures.
  11. Addresses, collects, and responds to IHSC Taskings requests for investigative information, in support of any ICE Freedom of Information Act (FOIA) request and any other internal/external stakeholders' request.
  12. Performs various administrative functions to support the day-to-day operations of IIU; assists with ad-hoc assignments, as directed by the IIU Chief (or designee), or IHSC Chief of Staff (CoS).
  13. As applicable for incumbents possessing clinical licensure and when required to meet the needs of the agency, performs direct patient care duties within the scope of professional licensure or other duties, as assigned.
  14. Incumbent may be required to work evenings, nights, weekends, and holidays. May travel with limited advance notice.
  15. Supports the vision, mission, and goals of IHSC, ICE, DHS, and U.S. Public Health Service (PHS) (if applicable).
  16. Additional duties as assigned.

PHYSICAL DEMANDS:

Education

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  1. Qualifying degree for the officer's category and an advanced degree (e.g., M.A. or M.S.) from an accredited institution plus a minimum of five years of professional experience relevant to the officer's category. Of the total professional experience, officer must possess at least two years of experience related to management, administration, and evaluation of public health programs
  2. Two years of program management experience preferred.
  3. Incumbent must meet ICE Office of Professional Responsibility (OPR) Fact-Finder minimum qualifications for training and certification.
    1. Current pay grade: General Schedule 13, 14, 15; or U.S. Public Health Service O-5, or at the discretion of approving authorities (ie IIU Chief, CoS, and Administration Inquiry Unit, Chief).
    2. Minimum experience of six years in ICE.
    3. No recent or pending disciplinary action.
    4. Satisfactory oral and written communication skills.
    5. Working knowledge of ICE rules, regulations, and policies.
  4. Incumbent must obtain and maintain a secret clearance. Security clearance required for access to the Joint Integrity Case Management System.
  5. Incumbent must possess a valid driver's license.
  6. If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to maintain current status. The agency may require the incumbent performs clinical activities with the scope of clinical license in times of critical needs within the agency. If in a clinical discipline and as directed and approved by his/her supervisors, the incumbent may perform clinical duties of their profession in Federal health care facilities. Such direction is documented via a memorandum of assignment and is filed in the eOPF.
  7. Proficiency with quantitative data analysis and interpretation.

Additional information

This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Chief of Staff. The incumbent serves as an investigative program manager in the IHSC Investigations Unit (IIU). This is a non-supervisory position.

IIU is responsible for conducting the following functions which include, but are not limited to: 1) investigating allegations of inappropriate health care provided to individuals in ICE custody; 2) investigating incidents of mortality and significant morbidity involving individuals in ICE custody; 3) investigating allegations of employee misconduct; 4) investigating high profile/risk incidents; 5) providing oversight of IHSC grievance processes; 6) conducting risk analyses of IHSC processes and tort claims; and 7) collaborating with other ICE and IHSC programs to develop policies, procedures, and educational programs designed to mitigate risks identified during investigations and reviews. The program manager works closely with, and in support of, the IIU Chief, three regional senior investigators, and six investigators to manage all of IHSC's investigative functions. The incumbent provides program management support for a myriad of national investigative activities covering all facilities housing ICE detainees.

IHSC has a multi-sector, multidisciplinary workforce of approximately 1700 employees, including U.S. Public Health Service (PHS) commissioned officers, federal civil servants, and contract staff. IHSC provides on-site direct patient care to ICE detainees at 21 detention facilities throughout the country and manages the provision of off-site medical care for detainees housed in approximately 148 additional facilities, with a combined population of 34,000 detainees on a daily basis, with an average length of stay of about 30 days, and over 400,000 detainees transitioning through these facilities annually. IHSC also provides medical support during ICE enforcement operations in the air, on the ground, and at sea.
