Summary

This position is located in the Franchise Budget Office (FBO), Infrastructure Operations Business Office (IOBO), Infrastructure Operations (IO), Office of Information and Technology (OIT).

Duties

Duties:

  • Develop and maintain strategic plans.
  • Assist in fiscal year (FY) rate model preparation.
  • Plans, develops, and implements project efforts that utilize information technology.
  • Resolve conflicts in laws, regulations, policies, standards, or procedures.
  • Review or conduct audits of information technology (IT) programs and projects.
  • Lead and oversee budget, staffing, and contracting.
  • Mastery of, and skill in applying advanced IT principles, concepts, methods, standards and practices.
  • In -depth knowledge of necessary planning activities including but not limited to development of initial project plan; development of baseline budget and schedule; and creation of plans for risk management, change control, and configuration management.
  • In-depth knowledge of project organization techniques and project analysis.
  • In-depth knowledge of resource allocation, management of multidisciplinary tasks, and interface with customers/sponsors.
  • Strong communication skills necessary to achieve clear transmittal of project information, both orally and in writing, between all stakeholders.
  • Ability to leverage human resources in the accomplishment of mission requirements.
  • Develop organization's customer agreement estimates for IT resources/costs and prepare the associated contracts.
  • Analyzes monthly customer contract variance reports and amend contracts as necessary during the fiscal year.
  • Assists in fiscal year rate model development for IT services.
  • Develops IT cost estimates or customer proposals for new or modified systems.
  • Researches and analyzes problems or issues, identify information gaps and reconcile where data is available, and recommend solutions or corrective actions.
  • Researches and addresses customer inquiries regarding contract estimates, invoices, business documents, and other business-related matters.
  • Support the business planning process, including but not limited to budget formulation and execution, rate setting, revenue tracking, and business process development and reengineering
  • Gathers IT data for and provide input for preparation of business documents.
  • Establishes metrics to measure and evaluate actual IT costs versus IT budget estimates.
  • Establishes, implements, or examines business processes, directives and/or other business policies and practices to protect the integrity of data.
  • Performs needed analysis to define opportunities for and propose new or improved business process solutions
  • Consults with customers (including, but not limited to customer relationship managers, project managers, architects, and technical specialists) to identify and specify IT requirements for customer initiatives and contracts.
  • Serves as senior team member, providing policy guidance and recommendations to management on assigned projects or business office issues regarding IT initiatives.

Travel Required: Occasional travel may be required as needed for this position.
Work Schedule: Monday - Friday; Tour of duty will be determined based on organizational needs.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Specialized experience includes:
  • Knowledge of the organization's enterprise information technology (IT) goals and objectives; specifically, in terms of VA System Inventory (VASI), application codes, cloud hosting (capacity consumption), and Technology Business Management (TBM).
  • In-depth knowledge of VA and the OIT organization as a Franchise Fund activity within the VA. Mastery of MS Excel, MS Access, MS Word, and Primavera Project Manager.
  • In-depth knowledge of business office operations in an IT Data Center environment to include contract estimating and contract preparation.
  • Knowledge of the organization's enterprise information technology (IT) goals and objectives.
  • Knowledge of how information needs and collection requirements are translated, tracked, and prioritized across the extended enterprise.
  • Knowledge of the organization's core business/mission processes.
  • Skill to translate, track, and prioritize information needs and intelligence collection requirements across the extended enterprise.
  • Knowledge of the organization's enterprise information technology (IT) goals and objectives; specifically, in terms of VA System Inventory (VASI), application codes, cloud hosting (capacity consumption), and Technology Business Management (TBM).
  • Understands the organization's financial processes. Prepares, justifies, and administers the program budget. Oversees procurement and contracting to achieve desired results. Monitors expenditures and uses cost-benefit thinking to set priorities.
  • Knowledge of the principles, practices, and methods used to determine, estimate, and analyze costs, including determining life cycle costs, application of cost models, and evaluation of cost realism.
  • Applies the process of discovery that involves the diagnosis of a problem or issue, identification and gathering of relevant information, formulation and evaluation of alternative solutions or courses of action, and selection or recommendation of the preferred solution or course of action.
  • Effectively expresses information to multiple audiences through clear dissemination of information and ideas; actively listens to others and demonstrates understanding of their comments and/or questions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
