Job Summary

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, childcare, food and vending, procurement, logistics and administrative counsel.

This position is located in the Immediate Office, Office of Acquisitions Management (OAM), Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The purpose of the Office of Acquisitions Management (OAM) is to acquire and ensure the supply of goods and services for the House at the best possible value. Within the OAM, the purpose of the Contracts group is to provide Members, Committees, and House Officers with an acquisition program that is fair, competitive, and accountable; this includes negotiating contracts with vendors, ensuring those contracts meet House needs, and providing training in procurement topics. This position serves as the Junior Contracts Specialist.

The position does not have day-to-day supervisory/managerial responsibilities.

Primary Duties/Responsibilities:

• Performs data entry, manipulates, and/or retrieves information and data from automated system(s) as required.
• Collects, organizes, and/or reconciles data and/or information as directed.
• Adheres to internal controls to ensure proper safeguards and stewardship over House financial assets.
• Ensures that acquisitions from program offices are in compliance with all House rules and procedures.
• Monitors contract administration and compliance for designated offices.
• Reviews and approves purchase orders, up to delegated authority.
• Provides support for OAM team members as assigned, in responding to external audit reports and recommendations. Assists with the in-house procurement management audits of acquisition functions, procedures, and activities for designated offices.
• Maintains current knowledge of House vendors, products, services, and prices.
• Serves as point of contact on acquisition matters and issues for designated program offices; provides support and assistance as needed. 
• Assists program offices with procurement planning, including assistance in the preparation of statements of work and specifications. 
• Assists with proposed improvements to procurement, purchasing, and contract administration functions and processes in support of CAO strategic plans.
• Maintains understanding of, and compliance with, payment policies and procedures.
• Performs other official duties and special projects as assigned.

Qualifications

Qualifications:
Experience and/or Education Requirements:
• Bachelor’s degree and/or training in accounting, business, finance, law, contracts, purchasing, economics, marketing, or a related discipline preferred.
• 2-4 years of experience in the procurement field.

Knowledge, Skill, and Ability (KSA) and Competency Requirements: 
• Knowledge of acquisitions regulations (Federal Acquisition Regulations or equivalent).
• Knowledge of and ability to use various information and office systems, including PeopleSoft, word processing and spreadsheet software.
• Knowledge of current procurement policies, regulations, concepts, methods, and techniques.
• Knowledge of source selection and contract negotiation techniques.
• Knowledge of fiscal year requirements.
• Analytical skill and ability to assist in the review and evaluation of contractor proposals/bids.
• Knowledge of contract administration and formation, including contract types, methods, and techniques.
• General business knowledge and awareness of strategic management concepts.
• Writing and editing skills.
• Ability to manage records and prepare reports.
• Knowledge of and ability to ensure compliance with relevant regulations and requirements.
• Basic knowledge of financial management principles and practices.
