Duties

Job Summary:

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers, and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, childcare, food and vending, procurement, logistics and administrative counsel.

Incumbent serves as a Junior Contracts Specialist for the Office of Acquisitions Management and is responsible for providing support and assistance in the contracting of goods and services for program offices designated by the director.

Primary Duties/Responsibilities:

  • Serve as point of contact on acquisition matters and issues for designated program offices.  Function as a resource person for program officials on procurement and purchasing.
  • Ensure that acquisitions from program offices follow all House rules and procedures; ensure that matters requiring Committee on House Administration (CHA) review and/or action receive such review and/or action, and that documents prepared for submission to the CHA are accurate and complete.
  • Assist program offices with procurement planning, including assistance in the preparation of statements of work and specifications. 
  • Monitor contract administration and compliance for designated offices.
  • Review and approve purchase orders, up to delegated authority.
  • Provide support for the Acquisitions Management team members as assigned, in responding to external audit reports and recommendations.  Assist with the in-house procurement management audits of acquisition functions, procedures, and activities for designated offices.
  • Assist with proposed improvements to procurement, purchasing, and contract administration functions and processes in support of the Chief Administrative Officer (CAO) strategic plans.
  • Provide support to the Acquisitions Management team and perform other duties as assigned.

Qualifications

Qualifications:

  • Undergraduate degree and/or training or experience in the procurement field demonstrating skills required.
  • Familiarity and/or experience with various information and office systems, including contract writing tools, word processing and spreadsheet software.
  • Knowledge of current procurement concepts, methods and techniques.
  • Analytical skill and ability to assist in the review and evaluation of contractor proposals.
  • Knowledge of contract administration
  • General business knowledge and awareness of strategic management concepts a plus.
  • Preferred familiarity with the Federal Acquisition Regulations.
  • Writing and/or editing skills.
  • Ability to work in a high stress environment and produce satisfactory work under tight deadlines.
  • Ability to interact with others in a professional, courteous and tactful manner.
  • Availability to work additional hours as required.
  • Must be able to secure and maintain Federal Government security clearances as deemed appropriate by senior management.
  • Continued employment is contingent upon satisfactorily completing a criminal history records check (or other applicable security clearance) and a pre-employment drug-test (pre-identified position only).
