Duties
- As Team Leader, ensures the organization's strategic plan, mission, vision, values, and goals are integrated in the daily work processes of the team.
- Serves as Senior Contract Specialist and Team Leader with up to unlimited Contracting Officer signatory authority.
- Ensures the adequacy of acquisition planning, competition in contracting, preparation of price/cost analyses for designated actions, and small business utilization.
- Develops and/or review complex contractual pricing arrangements and incentives characterized by multiple incentives requiring sophisticated contracting techniques, sharing arrangements such as cost plus incentive fees or fixed-price incentive fees.
- Responsible for assuring standards are maintained; law, policy, procedures, and regulations are adhered to.
- Performs procurement oversight for complex, high dollar value solicitations and proposed contractual actions within assigned area.

Qualifications
Time in Grade Requirements:
For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service.
Basic Education Standards for positions in the 1102 series:
Bachelor's degree from an accredited education institution authorized to grant baccalaureate degrees.

Education Exemptions: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Failure to provide SF-50 or career brief (for Armed Forces members) dated prior to October 1, 2000 will result in disqualification (this includes DISA employees).Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.

Basic Qualification Requirements for Contracting Officer Positions for GS-13:The individual must:
- The incumbent must have completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard

Specialized Experience:
For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service, is required.
Specialized experience is defined as experience in soliciting, negotiating, and administering contracts to procure IT products, services and IT operational capability for customers along with experience developing strong professional relationships with colleagues, mission partners and industry partners.
Candidates must describe how their experience meets the specialized experience requirement within the body of their resume.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position.
