Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a LEAD TELECOMMUNICATIONS SPECIALIST (Title 32), Position Description Number D1834000 and is part of the OK 137th Special Operations Wing, Oklahoma Air National Guard.

This position is open to current members of the 137th SOW within the military grades of E-6 through E-9.

Duties

This position is located in an ANG Aviation Wing, Air Support Operations Group (ASOG) Air Support Operations Squadron (ASOS) and Tactical Air Control Party (TACP). The primary purpose of this position is, as a regular and recurring part of the incumbent's assignment and at least 25% of the duty time, to lead a team of other employees in the performance of Telecommunications Specialist, GS-0391-11. This team is responsible for the qualification and certification of all technicians and militarily assigned Joint Terminal Attack Controllers serving in the unit. The incumbent also performs the same work as that led.

Ensure that the organization's strategic plan, mission, vision and values are communicated from the commander through the supervisor to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.

Team direction must support operations readiness, Joint Terminal Attack Controller (JTAC) qualifications and currency, equipment and network operations with Joint Forces.

Articulate and communicate to the team the operations and program assignments, projects, problems to be solved, actionable events, milestones, and issues under review, and deadlines and time frames for completion of work supporting goals.

Coaches the team in the selection and application of appropriate problem solving methods and techniques; provides advice on work methods to ensure maximum efficiency of workers; implements best practices and operations procedures defined by other organizations; and assists the team and/or individual members in identifying the parameters of solutions. Such work may include monitoring inspection reports for best practices and seeking solutions from counterparts in outside organizations and from Group.

Lead the team in: identifying, distributing and balancing workloads and tasks among team members in accordance with operations requirements and at the direction of the supervisor. Assigns tasks in accordance with team member skill level and/or occupational specialization; makes adjustments to accomplish the workload in accordance with goals and objectives to ensure timely accomplishment of assigned team tasks; and ensures that each employee has an integral role in developing the final team product.

Train or arrange for the training of team members in methods and techniques of JTAC and equipment operations as well as working in teams to accomplish tasks or projects related to the successful completion of mission readiness goals and objectives. Provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks. Such training may include ensuring members attend or receive Basic Instructor Courses (BICs) through in-residence or Mobile Training Teams (MTTs).

Monitor and report on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met. Collects data on statuses for inclusion in reports such as the monthly Status Of Resources and Training (SORTs) in addition to weekly JTAC currency and qualification levels.

Serve as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications

Military Grades: E-6 through E-9

GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level. Experiences gained through military technical training schools (restricted to one of the identified/allowed compatible military skills) are included in the one year on-the-job experience. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE: Mustpossess 36 months of specialized experiences and competencies in designing, deploying, installing, operating, maintaining, modifying, and recovering various types of communications transmission systems and their components; the skills to maintain currency requirements as a Joint Terminal Attack Controller (JTAC) Instructor or Evaluator; knowledge of a wide range of technical methods in the detailed performance characteristics of specific telecommunications equipment, systems, networking and transmission media; in-depth working skill and knowledge of basic electronics and antenna theory, Internet Protocol (IP) configuration and network operating principles.

There is no substitution of education for specialized experience for this position.
