Qualifications
For the GS14: You must have one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-13 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing all of the following:
- Coordinating cross-functional HR initiatives, briefings, reports, training, or consultations related to position classification or position management that presented expert findings, alternatives, and recommendations to leadership or customer agencies;
- Managing classification or position management projects by developing work plans, setting milestones, monitoring resources, resolving issues, and ensuring timely delivery of final products;
- Classifying complex or sensitive positions by applying Federal classification standards, conducting fact-finding, preparing evaluation statements, and recommending titles, series, grades, or FLSA determinations; and
- Advising management and customers on classification, organization design, position management, workload distribution, and supervisory structure through reports, briefings, training, or presentations.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS 14 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
