Duties

This position is located in the Workforce Relations Division, Office of Human Resources, Office of the Chief Administrative Officer, United States Capitol Police (USCP). The incumbent serves as a senior subject matter expert and lead advisor within the Workforce Relations Division, providing support in strategic planning, internal policy development, operational effectiveness, and the training and development of staff members within the division. Provides high-level expertise in employee relations, labor relations, performance management, benefits, retirement, leave administration, and administrative operations.

Conducts comprehensive impact analyses of USCP policies to evaluate their impact on bargaining unit employees and the collective bargaining agreement. Leads efforts related to the agency's performance management program, including maintaining and updating the performance management system, ensuring alignment with agency goals. Uses data-driven analysis to inform process improvements and strategic recommendations that enhance workforce relations programs.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

For the CP-12 level you must have one year (52 weeks) of specialized experience equivalent to at least the CP-11/GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.  Specialized experience for this position is defined as experience which includes (1) knowledge of advanced human resource principles, concepts, regulations, and practices in workforce relations, including benefits, retirement, employee relations, labor relations, performance management, and leave programs; (2) prior supervisory or leadership experience or demonstrated expertise in providing guidance, support, and direction to others; (3) interpreting, analyzing, and applying a broad range of laws, regulations, and policies impacting agency programs; and (4) strong consultation and collaboration skills, with the ability to influence and advise senior leadership on strategic and operational matters.

Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
