Duties
The Associate Chief Counsel (Finance & Management) supports the administrative, financial, and managerial programs of the Office of Chief Counsel and provides advice to the Chief Counsel and Deputy Chief Counsel on all management matters for the organization nationwide. This position, in the Financial Management Branch of the Planning & Finance Division, will serve as a lead analyst, supporting Division, F&M, and Counsel leadership on a broad range of high-level, complex, and interdisciplinary programs that involve a focus on strategic financial management, advanced analysis, and cross-functional program and financial management.
As a Lead Management Analyst, you will:
- Participate in broad, complex, long-term studies and research projects requiring application of advanced analytical and statistical methods and collaboration with the Office's senior management officials;
- Coordinate across Counsel and, as necessary, IRS and Treasury to gather information, expertise, and resources;
- Develop and recommend a wide range of financial and programmatic policies, standards, and procedures;
- Develop and recommend a wide range of strategic financial management programs;
- Provide recommendations and expert advice to initiate, develop, or modify policies, procedures, systems, objectives, operations, and resource utilization; and
- Provide analytical expertise in conducting broad and in-depth studies of assigned programs.

To qualify for this position of Lead Management Analyst you must meet the qualification requirements listed below by the closing of this announcement:
For GS-14:
Specialized Experience: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as: Performing and coordinating broad analysis and programs at a nation/organization-wide level; identifying and analyzing complex strategic management issues; establishing guidelines or procedures and implementing new nation/organization-wide programs; serving as liaison and subject-matter-expert with senior management on significant policies and programs impacting finance, strategic and human capital planning, management and data analytics, and/or systems coordination; interpreting relevant guidance for policy formulation and compliance.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time in Grade Requirement for GS-14: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
