Summary
This position is located in the Office of Program Evaluation, Analysis, and Reporting (OPEAR), Division of Clinical Innovation (DCI), National Center for Advancing Translational Sciences (NCATS), National Institutes of Health (NIH).
We are seeking a Team Lead that will report to the OPEAR Director and lead subordinates in planning, directing and coordinating specialized, complex evaluation and statistical research projects to characterize DCI's extramural research portfolio and workforce.

Duties
As a Lead Mathematical Statistician, you will perform, but not be limited to, the following duties:
- Applies mathematical and statistical techniques to the analysis of biomedical research programs and the biomedical research workforce and their connection with DCI programs, the biomedical research and development sector, and the international, national, state, and local economies.
- Analyzes trends in biomedical research expenditures and sources of funding for translation research and translation science programs, and the impact of policy changes on this spending.
- Analyzes behavioral, health, and economic factors associated with DCI translation research and translation science programs and workforce and develops explanatory and predictive models taking these into account.
- Collects, codes or recodes and cleans data and information for subsequent analyses: designs and implements surveys including developing, pilot testing and administering questionnaires, and designing and executing survey samples.
- Communicates and collaborates with the 26 other NIH Institutes, Centers and Offices and external partners to share best practices and collaborate in evaluating research portfolios and workforce.
- Interprets data, prepares briefing material and reports on behavioral, health, economic and statistical issues for use by NCATS leadership and staff, the Executive Branch, Congress, the research community, the media, non-profit organizations, industry and the public, amongst others; and transfers research findings to users through committee and working group assignments; and contributes to peer-reviewed publications, web reports, working papers, and presentations.
- Ensures that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
- Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
- Coaches the team in the selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices and procedures.

Qualifications
To qualify for a Lead Mathematical Statistician, GS-1529-14, you must:
Education Requirement
A. Have a degree that included 24 semester hours of mathematics and statistics (of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics). Courses acceptable toward meeting the mathematics course requirement must have included at least four of the following: differential calculus, integral calculus, advanced calculus, theory of equations, vector analysis, advanced algebra, linear algebra, mathematical logic, differential equations, or any other advanced course in mathematics for which one of these was a prerequisite. Courses in mathematical statistics or probability theory with a prerequisite of elementary calculus or more advanced courses will be accepted toward meeting the mathematics requirements, with the provision that the same course cannot be counted toward both the mathematics and the statistics requirement;

B. Have a combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
In addition, in order to qualify for a Lead Mathematical Statistician at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: mentored or provided technical oversight to others; provided statistical consultation for research in the biological medical sciences; performed regression and survival analysis, contingency tables and longitudinal data analysis as appropriate; performed sample size calculations for laboratory and/or clinical data; developed new statistical methodologies or adapted existing methodologies to analyze data derived from research studies; prepared reports on the methods of analysis and the results of the analyses; prepared the results for publication in scientific journals and for presentation at scientific meetings.
