Summary

The employee will serve as the Lead Program Analyst of the Crash Report Sampling System (CRSS) and the Non-Traffic Surveillance (NTS) programs within in the State Data Reporting Systems Division of the Office of Data Acquisition. This includes managing the day-to-day activities of the CRSS and NTS data collection operation; coordinating with team members to monitor and improve the coding productivity and accuracy of data collected; and reviewing sampling parameters in the CRSS sampling frame. 

Duties

The Lead Program Analyst:

  • Coordinates efforts to monitor and improve crash data collection procedures, implements needed modifications, and reviews sampling parameter to determine whether adjustments are needed in the sampling frame.
  • Plans, implements, and improves quality control processes for sampling and coding activities of major data programs.
  • Ensures that the State data collected are analyzed for the usefulness and accuracy.
  • Manages the technical aspects of the support contracts.

The ideal candidate: The candidate is highly self-motivated and possesses excellent communicative, analytical, and logical skills. The candidate must have the capability of developing collaborative relationships to facilitate the accomplishment of work goals for data collection efforts. The candidate must possess a strong understanding of problem identification, skills in applying quality control techniques sufficient to support the infrastructure/design, implementation, and evaluation of a quality-controlled system; can adapt to a fast-paced work environment and effectively handle the nuance challenges that come along with crash data collection. Experience working with analytical and reporting tools such as Tableau is highly desirable.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications. 

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience reviewing and analyzing crash data in State data files.
  • Experience conducting quality control studies on crash data files to ensure accuracy of data for customers.
  • Experience identifying and resolving deficiencies found in crash data programs.
  • Experience communicating with internal and external customers with regards to motor vehicle crash data files, such as providing advice to program users on how to review and interpret data results.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Demonstrated ability to exercise originality, flexibility, and creativity in addressing and approaching technical problems encountered in working with major data programs. 
  2. Demonstrated to independently apply quality control techniques sufficient to support the infrastructure/design, and evaluation of a quality-controlled system with minimal supervision.
  3. Demonstrated knowledge of applications and modifications about statistical and mathematical techniques to plan, design, and conduct surveys to provide data for highway safety analyses and to apply them to crash data to obtain quantitative measures.
  4. Demonstrated how to analyze problems to identify significant factors, gather pertinent crash data, and recognize solutions.

TELEWORK ELIGIBILITY: Telework availability will be based upon the mission requirements and supervisory determination.  If approved for occasional telework, you will be required to report to the office on a regular basis.
