Job Description (Please follow all instructions carefully)

Summary

As a Lease Management Specialist, you will operate as a GSA representative and onsite project manager, responsible for managing a leased building inventory and administering GSA lease contracts for assigned buildings.

Location of position: Public Buildings Service, Rocky Mountain Service Center Division.

We are currently filling two vacancies, one vacancy in South Dakota and one in Utah but additional vacancies may be filled as needed.

Duties

Duties listed are at the full performance level GS-12:

  • Interacts extensively with tenants and client agency representatives to assess their facility and service needs; ensure those needs are being met or exceeded, and to assure the procedures used to obtain services are responsive and customer focused.
  • Oversees the management of repair and alteration projects, retrofits, and interoffice and relocation moves.
  • As a Contracting Officer’s Representative, performs pre-occupancy and transition tasks including reviewing space requests; participating in market surveys and design kickoff/acceptance meetings; preparing lessor transition and customer welcome packages; providing past performance information to the LCO for succeeding leases; and performing space condition inspections and key collection for vacated space. Coordinates the procurement of contract services such as custodial, operations and maintenance (O&M) and utilities with GSA and contractor personnel. Provides contract administration and lease management services to ensure that lessors comply with the scope, terms and conditions of the lease.
  • Initiates studies or surveys of tenant agencies or other data-gathering efforts to assist in assessment of customer satisfaction and reviews, analyzes customer feedback to improve customer service.
  • Oversees recurring job-site meetings with construction contractors and lessor representatives to discuss procedures, progress, problems and coordination with tenant agency.

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 1 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-09 salary range starts at $59,996 per year and varies by location.

The GS-11 salary range starts at $72,553 per year and varies by location.

The GS-12 salary range starts at $86,962 per year and varies by location.  

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify for the GS-09, you must have at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service. Specialized experience assisting in lease administration programs and activities. This experience must include reviewing leases and realty transactions to understand general commercial lease concepts; communicating orally and in writing to address routine issues; and under the direction of a higher graded Lease Administration Manager, preparing lease management documentation, tenant communication, and record keeping.

OR 

Education may be substituted for specialized experience if you have a Master's (or equivalent graduate degree such as LL.B. or J.D. as specified in qualification standards or individual occupational requirements), or two academic years of progressively higher level graduate education. To be creditable, such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

OR

Have a combination of qualifying graduate education and specialized experience that when combined together meet the qualification requirements of this position.

To qualify for the GS-11, you must have at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service. Specialized experience is experience is providing technical advice and guidance on lease administration programs and activities. This experience must include reviewing and analyzing leases and realty transactions to ensure financial accuracy; communicating orally and in writing to address routine issues; and identifying, researching, and analyzing lease administration issues and providing solutions and recommendations to management.

OR

Education may be substituted for specialized experience if you have a Ph.D. or equivalent doctoral degree or have successfully completed three full years of progressively higher level graduate education leading to such a degree or LL.M., if related. To be creditable, such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

OR

Have a combination of qualifying graduate education and specialized experience that when combined together meet the qualification requirements of this position.

To qualify for the GS-12, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is experience experience providing technical advice and guidance on lease administration programs and activities. This experience must include reviewing and analyzing a wide range of leases and realty transactions to ensure financial accuracy; communicating orally and in writing to address issues ranging from routine to highly complex in nature; and identifying, researching and analyzing lease administration issues and providing solutions and recommendations to management.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Knowledge of the property management industry, including private sector leasing, protocols, and practices involving facility operations and systems.
  2. Skill in interpersonal relations and in written and oral communications required to explain, evaluate and negotiate client and technical operating requirements.
  3. Knowledge of qualitative and quantitative techniques and data interpretation required to perform extensive coordination in order to analyze effectiveness and efficiency of facility management leasing operations and contractual profitability initiatives.
  4. Knowledge of leased facility operations necessary to assess the feasibility and impact of space moves and alterations on tenant agency operations, in order to minimize adverse impact.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges: 

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84

Submit proof of contracting certification:  FAC-C (Professional)  or DoD Contracting Professional Certification.
