Summary

Supervisory Medical Technologist
Full range of supervising Core Laboratory testing activities including responsibility for assignment of work performed; performance evaluations; recommendations for appointment, awards, advancement. Collaborates with Laboratory Manager concerning appropriate, disciplinary actions; identification of continuing education and training needs.

Duties

The incumbent at this level has full supervisory responsibility for a large staff of non-supervisory personnel, including GS-5 Medical Technicians up to GS 12 Lead Medical Technologists,. The incumbent is responsible for managing and supervising the full range of laboratory service operations in the CORE Laboratory i.e. Phlebotomy, Chemistry, Hematology , Coagulation, Urinalysis & Send Out Sections including responsibilities for planning and assignment of work; performance evaluations; selection of staff, awards advancements and when necessary, disciplinary action. Is responsible for monitoring test analysis and specimen examinations to ensure acceptable levels of performance. Assures corrective action is initiated and completed timely. Assures orientation, training, continuing education, and competency assessment of assigned staff. Develops and updates technical policy and procedure manuals. Ensures all staff follows accrediting and regulating bodies. Provides input to and actively participates in procedures to accommodate resource allocation decisions made at the executive level. Serves as a Contracting Officer Representative for reagents and supplies required for section operation. Consults with local and network officials. In addition to the required core competencies, must demonstrate the following:

  • The individual assures compliance with accrediting agency and regulatory requirements; establishes and monitors the quality of the pre-analytical processes as part of the overall laboratory quality management program, and assures corrective action is initiated as needed.
  • The QA/QC Supervisor fills in when the Laboratory Manager is not available.
  • The supervisor assures orientation and competency of assigned staff.
  • The incumbent serves as technical supervisor over Quality Assurance/ Quality Control 25% of the time.
  • Plans and schedules on-going work. Adjusts staffing levels or work procedures. Collaborates in laboratory scheduling process.
  • Chooses methods for achieving work goals, objectives, and management strategies.
  • Day-to-day supervision of highly complex test performance.
  • Is responsible for monitoring test analyses and specimen examinations to ensure acceptable levels of performance.
  • Assures corrective action is initiated when test performance deviates from established performance specifications.
  • Assures orientation, training, and competency assessment of staff.
  • Implements and monitors quality management activities.
  • Performs the full range of supervisory duties in each of the CORE Lab sections.
  • Recommends appointment, plans and assigns work, gives advice and counsel, and evaluates work of subordinates.
  • Implements and maintains an inventory program to ensure adequate supplies within quality control and administrative guidelines.
  • Works as generalist in all CORE laboratory sections in emergent situations during scheduled tour of duty as well as on off shifts.
  • Serves as backup Laboratory Manager.
  • Reviews all the quality control, instrument maintenance, temperature log records, analyte linearities, microscope and centrifuge maintenance, timer checks, rejected specimen and action logs, Blood Gas maintenance and quality control records, and results of errors, and notifies attending physicians as appropriate.
  • Delegates maintenance or recording duties to personnel as needed to assure that appropriate actions are taken to meet regulations.
  • Responsible for tracking Quality management monitors in the laboratory and printing reports of monitors.
  • Collaborates with the Lab Manager and Chief of P&LMS on presentation of monitors to the appropriate committees.
  • Files incident reports on critical results that are not called within the allotted time period.
  • Responsible for printing and reviewing quality controls monthly. Works with the Lead Medical Technologist on trending of data and resolutions of any quality control issues for their section. Provides technical guidance to technicians/technologists when quality control or instrument problems occur.
  • Assures that all employees under his/her technical supervision are aware of and abide by the appropriate hospital and laboratory safety regulations.
  • Takes responsibility for the quality control program for the Laboratory, assures that appropriate records are maintained, and investigates complaints from the hospital staff concerning questionable results.
  • Attends committee meetings to represent the laboratory department.
  • Performs other duties as assigned by Laboratory Manager or Chief of P&LM

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Certification (copy of certification required).
  • Candidates must currently possess the appropriate certification as a MT, MLS, or CLS given by the ASCP-BOC, ASCP-BOR, or AMT.
  • Education and/or Experience Combination (Transcripts Required):
  • A bachelor's degree or higher from an accredited college or university in medical laboratory science, medical technology, clinical laboratory science or in a related science (e.g., laboratory sciences such as chemistry, biochemistry, biology, microbiology, immunology, etc.).
  • AND
  • Completion of a medical technology clinical practice program. Note: Clinical practice programs completed after 1974 must have been accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS), Commission on Accreditation of Allied Health Education programs (CAAHEP, formerly SAHEA), or the Accrediting Bureau of Health Education Schools (ABHES). The professional curriculum may have consisted of a post-baccalaureate certificate program or be integrated into a four-year program of study that culminated in a baccalaureate degree. TRANSCRIPTS REQUIRED
  • OR
  • A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics.
  • AND
  • Two years of post-certification clinical laboratory experience (E.g., blood banking, chemistry, hematology, microbiology, immunology, clinical microscopy, etc.) within the last ten years as a certified Medical Laboratory Technician by the American Society for Clinical Pathology Board of Certification (ASCP-BOC), American Society of Clinical Pathology Board of Registry (ASCP-BOR) or American Medical Technologist (AMT). This experience must include performing moderate and/or high complexity testing in blood banding, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical certification) in a clinical laboratory.
  • TRANSCRIPTS REQUIRED
  • OR
  • A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics. AND Five years of clinical laboratory experience within the last ten years performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory.

IN ADDITION TO THE BASIC REQUIREMENTS YOU MUST MEET THE GRADE REQUIREMENTS FOR THE GS-12 LEVEL BELOW:

Specialized Experience:
  • Must have at least 1 year of creditable experience equivalent to the GS-11, which is directly related to the position to be filled. Creditable specialized experience typically includes but is not limited to: Experience with federal and state laws and regulations, laboratory accrediting and regulatory requirements. Experience with laboratory quality management procedures and principles. Ability to provide a full range of supervisory duties. Ability to analyze organizational, technical, and administrative problems. Skill in interpersonal relations and conflict resolution to deal with employees, team leaders and managers. Experience with setting short and/or long term goals and conducting studies on technical and administrative problems.

  • KSA 3 - Knowledge of laboratory quality management procedures and principles.
  • KSA 4 - Knowledge of, and ability to, provide the full range of supervisory duties which would include responsibility for orientation and training, assignment of work to be performed, performance evaluations, selection of staff, and recommendation of awards, advancements, and, when appropriate, disciplinary actions.
  • KSA 5 - Skill in interpersonal relations and conflict resolution to deal with employees.
  • KSA 6 - Ability to analyze organizational, technical, and administrative problems to develop and implement solutions that result in efficient overall laboratory operation.
  • KSA 7 - Ability to successfully apply principles and techniques of sound human resources and labor management.
  • KSA 8 - Knowledge and ability to manage fiscal matters of the functions supervised, forecast resource and equipment needs, and administer the allocated budget.
