Summary

The Portfolio Management Analyst position will report to the Chief of the Strategic Portfolio Management Branch (SPMB) within the Enterprise Project Services Division (EPSD) in the Department of Technology Services (DTS). The Department of Technology Services (DTS) provides leadership and accountability for the judiciary's national information technology (IT) management, governance, and oversight processes, including IT project planning, acquisitions, and standards.

Duties

The Portfolio Management Analyst will play a critical role in measuring, tracking, and communicating strategic portfolio-driven metrics that measure outcomes, investment impact and performance. The Portfolio Management Analyst will leverage business intelligence to show how IT investments contribute to business objectives and will also advise the Chief of the Strategic Portfolio Management Branch and Chief of the Enterprise Project Services Division on implementing best practices and industry standards to ensure a consistent, scalable, and effective approaches to aligning business strategy with IT investments and strategic goals.

The Portfolio Management Analyst will help increase Strategic Portfolio Management awareness and education across the Judiciary. They will also collaborate with the Enterprise Project Management Branch (EPMB) and the Resource Management Branch to define requirements for a strategic portfolio management tool and streamline (i.e., process improvement) portfolio intake, planning, and prioritization. The incumbent will be assessed on their ability to establish new portfolio-level reporting that summarizes key performance indicators (KPI) and performs analyses that support strategic decision making at the portfolio level.

The duties of the position include, but are not limited to:

  1. Establishing strategic portfolio management metrics that measure outcomes, investment impact, performance, and strategic objectives.
  2. Defining strategic portfolio management capabilities that will support future investment decisions and minimize risk and redundancy.
  3. Leveraging business intelligence to show how IT investments contribute to business objectives.
  4. Implementing business analysis best practices and industry standards to ensure a consistent, scalable, and effective approaches to aligning business strategy with IT investments and strategic goals.
  5. Overseeing portfolio dashboard reporting of metrics, objectives, and key results for periodic portfolio and program reviews.
  6. Analyzing investment performance of the portfolios against strategic goals, objectives, and key results in partnership with IT and business partners.
  7. Providing expertise to help analyze portfolios and improve organizational IT cost estimations, budget, and planning.
  8. Coordinating adjustments to the portfolios, as necessary when strategic demands necessitate a change in delivery and/or scope of work.
  9. Performing other duties as required.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL of the following:
  • Managing portfolio data in Excel or a portfolio management tool (e.g., Planview PPM, ServiceNow SPM, Apptio, Broadcom Clarity);
  • Establishing portfolio metrics for measuring impact and strategic objectives;
  • Aligning business strategy with IT investments and strategic goals; and
  • Defining business processes and business operational requirements.

Education

This position does not require education to qualify. However, a bachelor's degree (BA or BS) from a four-year college or university in business, computer science, information technology (IT), or a related field is preferred.
