Summary

This position is located in the Network Services Section, Patron and Network Engagement Division, National Library Service for the Blind and Print Disabled (NLS), Library Collections and Services Group. 

The position description number for this position is 467473.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flexitime work schedule.

Duties

 The position serves as a Management Analyst and patron information systems (PIMMS) database Coordinator. The position is located in the Patron and Network Engagement Division (PNED), National Library Service for the Blind and Print Disabled (NLS), Library Collections and Services Group (LCSG), and reports to the Head of the Network Services Section (NSS).  The Management Analyst serves as a liaison between NLS and the Network for systems related operations, including PIMMS, NLDB, ILL/XESS, and WebReads. Coordinates the operations of collecting, compiling, and publishing statistical information gathered from network libraries on readership and circulation and on production of books, magazines, machines, and equipment, and from the comprehensive PIMMS database. 

The incumbent monitors the operations and functions of PIMMS, NLDB, ILL/XESS, RECALL which consists of complex profiles of organizations and patrons utilizing the NLS program through cooperating network libraries. The individual is responsible for providing guidance to NLS staff and network libraries on the functions and complexities of library systems. The incumbent exercises effective personal liaison services and written communication.

Incumbent researches and answers network library and patron inquiries, needs, or problems. Serves as primary contact for library information systems database issues or problems. Uses knowledge of agency program goals and objectives, the sequence and timing of key programs events and milestones and methods of evaluating the worth of program accomplishments to collect materials relating to agency statistics.

Uses a mastery of qualitative and quantitative methods for assessment and improvement of complex management process and systems. Develops, coordinates, and implements performance measures to evaluate productivity programs for a major organizational segment of the NLS program. Carries out special project assignments that include, but not limited to, research and projections of patron or library statistics, fiscal year comparison of library data, financial summaries, surveys, analysis of patron demographics, and other assignments as assigned. 

Manages accounts providing access to NLS systems in order to maintain security of NLS systems through restricted, authorized, and authenticated access at appropriate levels. Manages up to 1,000 accounts for NLS and NLS network personnel. Instructs personnel in appropriate processes and procedures for implementing, accessing, activating, deactivating accounts, appropriate passwords, and varying levels of access. Answers questions, refines procedures, and provides one-on-one and group training on all aspects of the single sign-on library systems.

Designs and conducts comprehensive analyses and studies of individual programs, functions, and organizations where boundaries of the studies and/or analysis are extremely broad and difficult to determine in advance. Determines whether the management systems in current use efficiently accomplish the objectives sought, and whether they provide the controls necessary for sound management. Incumbent studies and implements management improvements in administration areas, including designing the survey instrument for the annual survey of network library programs, services, and facilities based on knowledge of the kinds of information currently needed for program analysis and planning. Incumbent uses a variety of complex analytical techniques. 

Uses a knowledge of relationships with other programs and key administrative support functions within the employing agency or in other agencies to establish and manage an organizational analysis program for administrative functions performed within a major agency component. Analyzes a large and varied body of statistical and other program data, prepares reports on workload and accomplishments for management staff, projects reader and circulation statistics to support program planning. Develops and conducts well- precedented organizational analysis to evaluate the organization’s ability to achieve planned goals and objectives. Utilizes knowledge of the NLS organization and understanding of the NLS goals and mission to improve the effectiveness and efficiency of work operations in the program. 

Incumbent serves as the liaison between network libraries, NLS, and the contractor in the day-to-day functioning of the patron information system. Supports management staff in program planning by collection, analysis, research, and measurement of a wide variety of statistical information aggregated from network libraries, NLS staff, the patron information system database, network library database, and other sources. Provides these statistics to management for use in establishing agency objectives and goals. 

Performs various other duties as assigned. 

This is a non-supervisory, non-bargaining unit position.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Additional information

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
