Job Description (Please follow all instructions carefully)

Summary

The incumbent serves as the Supervisory Management and Program Analysis Officer and organizationally titled Director of Business Operations within the Veterans Health Administration (VHA) National Teleradiology Program (NTP). The employee is directly responsible for the day-to-day operations of a national critical care program that seeks to deliver complex teleradiology technology and innovations across VHA. This is a virtual position.

Duties

National Teleradiology Program (NTP) is a highly complex, virtual, clinical service providing 24/7/365 emergent and non-emergent multi-modality radiology interpretations to over 130 VA facilities of all complexity levels. NTP provides imaging quality feedback, consultative services for standardization and improvement of imaging protocols. In addition to traditional fiscal responsibilities, the incumbent will also be tasked with oversight of billing and collections to offset all known and projected NTP expenses through the end of each fiscal year.

This position is directly responsible for the financial and administrative arm of the NTP organization and has the authority to develop and implement innovative telehealth technology policy, formulate creative solutions to address ever expanding national clinical workload needs and oversee data analysis related to budget, clinical operations, human resources management, labor management relations, quality assurance program management, complex physician scheduling and related business functions. The incumbent directs the operations of the administrative, finance, and operations teams as they carry out a wide range of functions including budgeting, allocation of funds, time and attendance, program analysis, contracting, staffing, management, conflict resolution, logistics, deployment and management of telecommunication equipment, and maintenance of program infrastructure.

Major duties and responsibilities include, but not limited to:

  • Directs NTP for which both the scope and impact of the program are agency-wide and across VHA to drive radical improvement in NTP practices and foster a culture of innovation and continuous learning in all aspects of NTP care.
  • Coordinates program operations by continual analysis of Health Level Analytics data to determine clinical staffing level requirements, workflow patterns both internally and externally, individual and site productivity, quality assurance and clinical operations support.
  • Responsible for direct oversight of management and execution of budget formulation, justification, presentation, execution, and performance accountability for NTP, including maintaining fiscal neutrality yearly.
  • Is the recognized authority in administrative and human resource processes for NTP.
  • Administers a highly complex quality management system of active program monitoring and analysis; develops and implements corrective actions; maintains suspense and follow-up systems and documents compliance with review standards in accordance with NTP and VHA guidelines.
  • Performs investigative analyses of internal and external customer concerns involving the collection, compilation and/or tracking of data and statistical information in the administration of the Quality Assurance program.
  • Timely and accurate submission of congressionally mandated and tracked reports (CMR and CTR) and responses, deliverables, coordination of high-level meetings (i.e. congressional briefings) and projects under NTMP requiring assessment of data, technical documents, capabilities, analyses, and strategic recommendations through national policy development and program management.
  • Serves as the senior advisor to both the Executive Director and Deputy Director on management and technical matters related to NTP efforts, including the development of policy, budget, strategic plans, business cases, impact/value measurements, management briefings, reports, recommendations and plans for senior executives from federal agencies, senior VA and VHA management officials and oversight committees, Congressional staff, and to diverse public audiences within and outside the healthcare industry.
  • Oversees life cycle planning, management and direction of multiple projects and programs within NTP: using comprehensive analysis to develop program plans; directing activities of contract analysts and contract support personnel assigned to NTP; aligning acquisition and procurement teams to support early-stage innovation efforts within the health system; performing financial management and control of innovative programs and projects and directing the activities of program and cost analysts assigned within NTP resulting in enterprise wide impact.
  • Directing programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management.
  • Provides ongoing education, training, and assistance to new and incumbent personnel regarding office policies and procedures.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/05/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Directing program operations, including routine, day-to-day, intermediate, and long term; demonstrates expertise in qualitative and quantitative methods necessary for assessing and improving operations as both a clinical setting and as a national, direct patient care resource for best practices; responsible for ensuring administrative and technology divisions are functioning appropriately; responsible for directing the critical support functions of a national program including both short term and long-term program and budget analysis to ensure that the program has the necessary infrastructure to meet its goals; applies analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature using techniques such as: literature search; work measurement; task analysis and job structuring; productivity charting; determining staff to workload ratios (e.g., span of control); organization design; development and administration of questionnaires; flowcharting of work processes; graphing; and calculation of means, modes, standard deviations, or similar statistical measures; subject matter expert in human resources practices and principles; autonomously planning, organizing and balancing the workload for both professional and support staff members as required.

Physical Requirements: Incumbent will be working a sedentary, office position from a home office. Occasional (less than 10%) travel may be required.

Work Environment: The incumbent will work from home as a member of NTP with most meetings being videoconferences on Microsoft Teams. Incumbent must also be able to work with Face Time, Zoom and WebEx platforms.
