Summary

This position is in Veteran's Benefits Administration, Medical Disability Examination Office. The Program Analyst reports to the Chief of IT Systems who report to the Assistant Director of Data and Operations. The Office enables the responsive, timely, accurate and compassionate delivery of benefits and services to Veterans and their Families through expert analysis during the development and operational support of new modified information technology applications designed for field stations.

Duties

Major Duties:

  • Establishes business requirements for the initial development and future enhancements to software products and applications within MDEO and across VA. Works with stakeholders, focus groups, and end-users to analyze, evaluate, integrate, and develop these business processes and software requirements to improve quality, timeliness, and/or efficiency of VA compensation and examination programs.
  • Develops the appropriate documentation including (but not limited to) Business Requirements Definition, Business Analysis Documents, User and Vendor Procedural documentation, User Acceptance Testing (UAT) and coordination of releases with Vendors, VBMS EMS and DAS.
  • Supports integration of systems to include VBMS EMS, DAS, Vendor Systems, and VHA as related to support of MDEO exam processes. Performs troubleshooting of systems when expected results are not achieved in UAT and Production environments. Supports reconciliation of system data to ensure system statuses are synchronized. Coordinate UAT and Reconciliation efforts with the IV&V Vendor.
  • Performs periodic formal reviews and updates concerning progress toward specific project objectives and milestones, keeping supervisor informed at all times of progress on assigned programs and potential problems; Will inform leadership via formal presentations, written documents, meetings and teleconferences. Will formulate meeting agendas, coordinate speakers, moderate, conduct presentations, and ensure information is presented in concise, complete, and effective manner.
  • Conducts thorough analyses of data related to medical disability examinations to conduct MDEO oversight to identify areas for improvement. Analysis will be conducted using applications, such as (but not limited to) Microsoft Excel, Microsoft Access, Microsoft SQL Server, Tableau, Oracle Business Intelligence, Toad for Oracle, Power BI, etc. Ability to build dashboards and reports to visualize data into charts and graphs.
  • Conducts thorough analyses of data related to medical disability examinations to conduct MDEO oversight to identify areas for improvement. Analysis will be conducted using applications, such as (but not limited to) Microsoft Excel, Microsoft Access, Microsoft SQL Server, Tableau, Oracle Business Intelligence, Toad for Oracle, Power BI, etc. Ability to build dashboards and reports to visualize data into charts and graphs.
  • Supports development and review of acquisition-related documentation, including Performance Work Statements (PWS) and Responses to Questions from Offerors. Evaluate and identify any system issues with vendor performance that do not comply with the PWS.
  • Supports Security and VA Authorization to Operate (ATO) process. Guides vendors through the VA prescribed processes to achieve and maintain their ATO. Coordinates efforts during Privacy and Security incidents in accordance with the VA guidelines.

Qualifications

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", and/or Schedule A).

To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
  • For a GS-13 position you must have served 52 weeks at the GS-12 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-13 Grade Level: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-12).
  • Specialized Experience: Experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position(s), and that is typically IN OR RELATED TO the work of the position to be filled. Specialized experience is defined as:
  1. At least 3 years experience contracting/procurement with specific experience in ensuring contractors comply with PWS requirements and evaluating contractor performance against PWS requirements;
  2. Superior communication skills and ability (written and oral) with the ability to produce white papers, presentations, guidance, and other correspondence for various audiences (e.g., VBA leadership, MDEO leadership, contractors, system end users, peers, and other stakeholders);
  3. At least 4 years systems integration experience in a complex multi-application IT Systems environment preferably in a federal space (e.g., VA, DoD, etc.), with specific experience in Agile development methodology, business requirements development, system testing, and release coordination;
  4. At least 3 years data analyzation experience and skills using database visualization tools (e.g., Power BI, OBIEE, etc.) for large systems supporting VA or other large benefits and 3 years experience in advanced MS Excel utilization to include data models for large data sets and 3 years experience using database for managing/mining data (e.g., Oracle, SQL Server, MS Access); AND
  5. At least 4 years performing problem solving and troubleshooting across the full IT life cycle on complex systems and system data issues, including documenting, communicating and tracking the status of system and data defects (e.g,. JIRA or other issue tracking application).
The applicant must document knowledge of a complex field of laws, regulations and Federal legislation pertaining to the full range of Veterans benefits and a comprehensive and thorough knowledge of state, federal and local benefit programs in order to be able to explain them, both orally and in writing, to individuals of all educational backgrounds.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
