Summary

Join the Office of Information Security (OIS) service line under OIT and be part of VA's digital transformation. OIS manages VA's cybersecurity program to protect Veteran data and VA information systems and delivers enterprise-wide strategy, policy, governance and network defense through collaboration with VA and OIT. As a Management & Program Analyst you will enhance the security posture and resilience of VA's IT systems and data and protect the privacy and trust of Veterans and their families.

Duties

Major Duties:

This position is non-bargaining unit

  • Serves as an advisor to senior leadership for OIS on administrative management policy, regulatory and procedural issues that impact the execution of program activities as well as its mission, goals and objectives.
  • Performs duties in support of optimizing office performance, including but not limited to planning, gathering and reviewing various sources of information related to OIS initiatives.
  • Analyzes the impact of policy decisions on OIS mission, goals and objectives.
  • Leads or conducts studies related to operational policies and procedures and prepares recommendations to resolve issues and/or improve efficiency of operations.
  • Leads and manages process changes.
  • Plans and supports implementation initiatives.
  • Works closely with senior OIT and external executives and directors to lead and oversee the completion of actions.
  • Participates in meetings as an authoritative representative of OIS senior leadership.
  • Provides program oversight and coordination in all OIS program support and analyses relating to external reviews, data management, continuous/total quality improvement, organizational development, budget, contracts and change management.
  • Advises and assists the DAS/CISO, Executive Directors, and CoS in the development of strategic plans and assesses the impact of proposed plans on VA CS program.
  • Ensures tracking of assigned tasks using automated systems such as VIEWS and SharePoint and ensures timely and accurate
    completion of assigned actions.
  • Collaborates with managers and executives within OIS to define the overall goals and objectives of the program.
  • Prepares action plans and schedules for various phases of program accomplishment, both short and long-range.
  • Ensures plans are consistent with OIS goals, schedules, and policies.
  • Develops policies and plans to achieve office objectives and enhance the quality of the final acquisition products.
  • Ensures work products meet timelines and recommends changes if necessary.
  • Briefs management on the status of acquisition initiatives, program baselines and execution in terms of cost, schedule and
    performance, and cost control initiatives.
  • Reviews the progress of the program against established milestones, schedules, and determines necessary adjustments required to ensure goals are met.
  • Reviews and comments on VA and government procurement regulations and policies as they relate to the Office of Information Security.
  • Provides input into overall VA budget planning for OIS. Provides input into the development of a portfolio of OIS IT investments.
  • Represents CSPI in a variety of meetings and conferences.
  • Establishes, develops, and maintains effective working relationships with VA offices, other Federal agencies and industry.
  • Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise.
  • Participates in special projects and initiatives and performs special assignments.
  • Identifies the need for special projects and initiates milestones and goals.
  • Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses.
  • Determines appropriate recommendations for unresolved or questionable problems and performs follow-up.
  • Researches and determines or recommends appropriate actions or interpretation of issues that impact the organization or the VA.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

To qualify for this position, all qualification requirements must be met by the closing date of this announcement-10/16/2024.
  • EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skllls, and abilities needed to successfully perform the duties of this position. Specialized experience is defined as: Experience in project and program management, organizational skills and ability to multi-task; exhibits sound judgment with the ability to prioritize and make decisions; develops strategic positions and applies oral and written communication skills; utilizes methods, metrics, tools, and techniques of Business Process Re-engineering; time management and ability to meet deadlines; team player capable of cultivating productive working relationships across the VA Enterprise.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
