Duties

This position is located in the Office of Administrative Services

  • Serves as a Senior Analyst on a variety of special studies and assignments in relation to projects within the OCAO and subordinate offices supporting management strategic goals and objectives. Analyzes and evaluates the effectiveness of line program operations on a qualitative or quantitative basis. Interprets complex legislative, regulatory, and policy guidance to prepare recommendations for management's decisions. Provides expert advice and guidance to management officials on intermediate and long-range planning efforts. Leads or co-leads special projects or studies of considerable scope and depth critical to the resolution of OAS issues and problems.

  • Drafts critical plans, memoranda, analytical documents. Drafts internal and external communications regarding programs, policies, and analytical products.
  • Co-leads the research, data gathering and other developmental activities related to USITC's annual strategic human capital planning. Contributes to the development of annual agency-wide human capital planning documents. Identifies workforce and human capital assessments which may impact workforce
    development policies and programs throughout the agency. Develops, analyzes, and evaluates new or modified program/management policies, regulations, goals, or objectives.
  • Responsible for maintenance and administration of agency-wide internal policies and procedures, and to ensure that operations and programs are streamlined, efficient, and in compliance with regulatory requirements. Develops and updates applicable USITC administrative management policies, procedures, and
    guidelines, in accordance with OMB, GSA and other applicable guidelines, to properly advise management officials of administrative matters, as well as the
    appropriate criteria for submission of various types of actions.
  • Responsible for internal control development and implementation in OAS. Coordinates audit response and audit follow-up activities. Oversees and monitors improvements to management controls specific to the internal operations and practices within OCAO, OHR, OSE AND OSS.

Qualifications

BASIC REQUIREMENT

To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 obtained in the federal or private sector in the following: planning, conducting, and presenting the findings of analytical studies; performing project management and/or leading teams; writing business communications including plans, studies, memoranda, and or organization-wide notices; research and data-gathering; and drafting and proposing revisions to policy, procedure, or process documents.

Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience for this position.
