Summary

This position is located within the Veterans Experience Office (VEO), Multi-Channel Technology (MCT) Directorate. The incumbent reports directly to the MCT Executive Director and serves as the Management and Program Analyst (Executive Assistant) and advisor by collaborating with the Executive Director, Director of Technology Modernization, and Director of Operations of MCT, concentrating on matters of direct and substantial interest and concern to the MCT program.

Duties

Duties include but are not limited to:

  • Develops business case analysis, cost benefit and cost effectiveness analysis and performance measurements for various VEO and MCT initiative, programs, activities, priorities and objectives.
  • Develops appropriate data models for measuring customer experience and performs risk assessment to determine the best course of action among competing and conflicting priorities.
  • Evaluates data sets for consistency, accuracy, validity, and standardization across VEO programs to support briefings, analyses, reports, presentations, and training sessions.
  • Prepares any appropriate dashboards as needed for leadership communication and briefing.
  • Determines the cost effectiveness and affordability of VEO programs and organizational initiatives. Fosters improved fiscal practices and performs analysis and revision of budgetary, financial, and performance metrics to reflect trends, issues, and needs of the VEO program.
  • Gathers and organizes narrative and statistical information using established methods, techniques, and precedents such as questionnaires, interviews, review of databases and comparisons of past, present and related project functions. Reviews and studies Department processes to identify such procedural problems such as the duplication/overlapping of functions or the need for revision of program procedures. Information analyzed and included in studies includes budget justifications and proposals, Department level strategic planning documents, complex findings associated with customer experience delivery and outcomes, legislation (proposed or approved), regulations (proposed or approved), and other key Department-level operational documents.
  • Interprets findings resulting from studies that are independently developed. Participates in competing analyses of data and identifying significant findings. Provides expert quantitative/qualitative analysis and evaluations concerning operational and process effectiveness in meeting established goals, measures, and objectives. Studies may impact disparate improvements with customer experience such as linking appropriate external stakeholders to VA for delivering additional access to services around job training, job search, resolving homelessness and the like. Information analyzed and included in studies includes budget justifications and proposals, Department level strategic planning documents, complex findings associated with customer experience delivery and outcomes, current legislation (proposed or approved), regulations (proposed or approved), and other key Department-level operational documents. Examples of the expert quantitative/qualitative analysis includes development of run charts, Gantt charts, Kaisen events, Lean Six Sigma studies, budget/resourcing proposals, and other executive level proposals. Analysis is frequently complex requiring the ability to connect disparate data points to present a cogent position/decision set for consideration by MCT and VEO executive leadership. Studies and findings will impact the transformation and operational design of the Department of Veterans Affairs to include the development of content for new/revised Veteran-centered legislation. Findings may be controversial, sensitive, and have national significance of interest to congressional staffs, external stakeholders, and other Federal agencies.
  • Serves as leader and coordinator for cross-functional groups assigning segments of projects to participants, coordinates efforts of the group, consolidates findings and recommendations, and presents recommendations to senior leadership.
  • Develops program level trainings and presentation materials, scenario development, creative thinking and pitfalls, business case successes, and best practices for implementation, strategic planning, and decision making purposes.
  • Develops communications key messaging and talking points for senior leadership to include presentation development and support for executive and SECVA-level briefings.
  • Serves as liaison between the MCT director and VA program officials. Manages and coordinates calendars and schedules of the Executive Director, Director of Technology Modernization, and Director of Operations of MCT. Supports all executive communications for the MCT front office. Develops and prepares meeting and conference materials for MCT senior leadership and approval by VEO. Supports any VEO-wide actions in VIEWS and coordinates appropriate actions and disseminates information and supports all communication with regards to actions in VIEWS. Analyzes and evaluates situations requiring the Director's personal action, develops management options, and advises the Executive Director of the potential consequences.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/16/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience advising on planning, monitoring, evaluating, and improving department efficiency. Establishing and maintaining effective management processes and fostering integration of technical functions such as planning, resource management, and Information Technology (IT) project management. Developing business case analyses, cost-benefit analyses, and performance measures for staff office initiatives. Gather and organize statistical information using various methods and provide expert quantitative and qualitative evaluations of operational effectiveness. Experience in leading and coordinating cross-functional groups, addressing procedural issues, and studying departmental processes for improvement is crucial. Experience in communication and coordination is required to manage program administration and engagements with internal and external entities. Collaboration with the SES Director and other leaders to define team vision and goals is necessary. Additionally, developing program-level trainings, presentation materials, and best practices for implementations and strategic planning is essential. Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, full-time/part-time status, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level.

Physical Requirements: Work is primarily sedentary; there are no special physical requirements. The work does, however, involve an increased level of mental and emotional stress due to frequent and constant demands for quick reaction with detailed supporting data.
